THIS IS A SOURCES SOUGHT NOTICE ONLY. The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), Kentucky State Office intends to procure services to provide Conservation Easement Monitoring using Unmanned Aircraft Systems (UAS). The contractor shall furnish all equipment and personnel necessary to provide conservation easement monitoring. NRCS encourages all small businesses, in all socioeconomic categories (including 8(a), Small Disadvantaged Business, Historically Underutilized Business Zone, Service Disabled Veteran Owned, and Woman Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, NRCS is not seeking quotes at this time and will not accept unsolicited proposals in response to this sources sought notice. NRCS will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, if any is issued. If a solicitation is released, it will be posted on Federal Business Opportunities (FedBizOpps), www.fbo.gov. It is the responsibility of potential offerors to monitor FedBizOpps for additional information pertaining to this requirement. The anticipated NAICS code is 541620 Environmental Consulting Services with a size standard of $15 million. The requested period of performance is June 1, 2019 through September 30, 2020. The Conservation Easement Monitoring using UAS will consist of the contractor visiting the conservation easement and completing a monitoring worksheet. The contractor will also provide imagery from each site visited. Contractors will be required to meet specific qualifications including 2 years experience with monitoring conservation easements as well as having an FAA issued certificate of authorization (COA). Please refer to the attached Statement of Work and NRCS policy (Title 170 General Manual, Part 402, Subpart B). In response to this sources sought, please provide: 1. Information in sufficient detail regarding previous experience on similar requirements, pertinent certifications, etc., that will facilitate making a capability determination. 3.
