DESCRIPTION This is a combined synopsis/solicitation for a commercial service item prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR) Part 12 – Acquisition of Commercial Items, and FAR Part 13 – Simplified Acquisition Procedures, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through the FAR Acquisition Circular 2020-04 January 15, 2020. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. Solicitation number 129JGP20Q0044 is issued as a Request for Quotation (RFQ). The awarded contract will be a firm fixed-price contract. This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 531110 Lessors of residential buildings contractors, with a small business size standard of $30 million. The Forest Service (FS) prefers to award to one vendor but reserves the right to make multiple awards. The USDA Forest Service Lake Tahoe Basin Management Unit (LTBMU) is requesting quotes for temporary housing rentals to accommodate 30 seasonal Forest Service employees in the South Lake Tahoe, CA area for a period of six months. The LTBMU Supervisor’s Office is located at 35 College Drive, South Lake Tahoe, CA, 96150. LINE ITEMS Line Item 001: Short-term rental of furnished residential property rate per month_______ Line Item 002: Cleaning Fee per each cleaning__________ DESCRIPTION OF REQUIREMENTS Short-term rental of furnished residential housing in the South Lake Tahoe, CA area for approximately 30 seasonal Forest Service employees. The rentable spaces can be a variety of housing-type units. These units can be multi-bedroom homes, single or multi-bedroom apartments, condominiums, duplexes and shall have an appropriate number of bathrooms for the domicile in accordance with county codes. SPECIFICATIONS Dates Needed: May 2020 through October 2020 (6 months in total, specific start/end dates will be coordinated with vendor). Start dates may also be affected by COVID-19 travel restrictions. Number of Occupants: Approximately 30 Forest Service seasonal employees. Seasonal employees include: Forest Service temporary employees, Forest Service interns, and Forest Service Resource Assistants. Location: Housing must be in the South Lake Tahoe, CA area. Apartment/barracks/housing specifications: All utilities included in price such that Forest Service seasonal employees are not required to pay utilities in addition to a monthly rate. Apartments fully furnished with the following: beds (singles or doubles) up to 2 beds per room, kitchen facilities (including dishwasher, stove, microwave, refrigerator, cooking and eating utensils, dishes, coffee maker), table, chairs, couches, vacuum cleaner (or cleaning service for apartment/barracks facility). Routine maintenance and repairs provided (including light bulb replacement, plumbing, utility services and repairs for example). All apartments do not need to be located at a single facility. Apartments/barracks could be multiple vacation rentals or other type of house/home. Payment for housing will be made monthly. Parking provided for those in housing. Optional but preferred: housing location within walking distance of bus route; cable/internet service available; and dogs allowed at one or more locations. LTBMU will provide a Contracting Officer’s Representative (COR). Vendor shall provide property management services. Lead paint disclosure requirements: Title X, Section 1018 of the Residential Lead-Based Paint Hazard Reduction Act of 1992, requires the disclosure of known information about lead-based paint and lead-based paint hazards. A written notice of disclosure of known lead-based paint in housing built before 1978 is required. The Lessor will complete and sign the Lead-Based Paint Disclosure (Form 97). Asbestos: The rental space must be free of all asbestos-containing materials and other hazardous materials, and comply with Federal, State, and local environmental laws and regulations. Fire and safety compliance: The rental space must meet or exceed the local code requirements and must contain fire protection devices, such as smoke detectors and automatic sprinkler systems. ADDITIONAL RENTAL REQUIREMENTS AND INFORMATION Any purchase order/contract written for this requirement will incorporate a rental agreement describing selected property and contents and will include the following elements: 1. Keys: Lessor to provide enough keys for each tenant, or to a FS employee identified to assign keys to tenants (number depends on # of rooms/tenants). Keys will be returned by FS at the end of the rental period. 2. Inspections: Pre-occupancy and post-occupancy inspections will be made by Lessor and FS. A written record of the house condition, cleanliness, and operability of smoke detectors will be completed during this walk-through, signed by both parties, Lessor and FS. 3. Mutual agreement will be arrived at regarding “normal wear and tear” during the inspection. Date of walkthrough to be mutually agreed upon and scheduled by FS and Lessor. 4. Cleaning: Unit will be clean and ready for occupation before rental period begins. Lessor to assure that the rental unit is cleaned between individual occupancies (number of individual cleanings is dependent on number and timing of tenants during the rental term). 5. Maintenance: Lessor will be responsible for all customary repair and maintenance needs during the rental period. The FS should notify the Lessor and/or Agent immediately upon noticing any needed repairs or damage. No repairs or alterations to the premises are to be undertaken by the FS, its employees, or the tenants without the written consent of the Lessors. 6. Invoice and Payment: The Lessor or Agent will invoice for the rental unit for each monthly period and payment will be made monthly at rates agreed to upon receipt of proper invoice. Invoices shall be submitted to the U.S. Department of the Treasury's Internet Payment Platform System (IPP); https://www.ipp.gov at the end of each month. Payment will be by electronic funds transfer to the contractor’s bank account identified in their System for Award Management (SAM) record (www.SAM.gov). 7. Damage Deposit: Federal policy and lease law prohibit the FS from paying a deposit, which would be refunded if the unit is not damaged during occupancy. Instead, the Government discharges obligations of this nature under the provisions of the Federal Tort Claims Act, 28 U.S.C. § § 1346 (b), 2671 et seq., which provides for the payment of money damages for personal injuries or property damage caused by the wrongful or negligent act or omission of any employee of the United States while acting within the course of his/her employment. In the unlikely event the lessor needs to file a claim for reimbursement of damages, the Contracting Officer will provide the necessary forms and assist the lessor in filing the forms.
