SOLICITATION NOTICE Solicitation and related attachments have been posted. PRE SOLICITATION NOTICE Notice to Quoter(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a quoter for any costs. Requirement: Initial base work consists of electrical, plumbing, and excavation/backfill work necessary for water system improvements at the Double Devil Wild Horse Corrals. The water system will provide for the existing 300-head facility as well as a future expansion that increases the capacity to 600 head. The Forest Service will concurrently be installing a hay barn at the NW corner of the facility. This contract for water and electrical system will provide for an 110v outlet as well as a frost-free water faucet at the hay barn location. Optional work consists of constructing a heated well house, laying water distribution lines and installing faucets, and installing a drip irrigation system to feed a gov't-planted windbreak on the west side. With 480v power available on site at both ends of the existing facility, electrical lines may be routed accordingly to reduce costs and wire size. Both connections are available. Location: The Double Devil Wild Horse Corrals are located on the Devils Garden Ranger District of the Modoc National Forest, ~ 5 miles NNW of Alturas. The project site can be reached from Alturas, CA: follow CA Hwy 299 west ~2 miles to the intersection with CR 73 (Crowder Flat Road). Head north on CR 73 to the end of the pavement and the intersection with CR 74 (look for signs to Devils Garden Conservation Camp). Turn left and follow CR74 for ~1.5 miles to the corrals on your right. Estimated Magnitude (Price Range): Between $25,000 and $100,000 Contract Time: It is estimated the project will start as soon as possible after award and be completed within 30 calendar days. Set Asides: This procurement is being solicited as a small business set-aside. The North American Industry Classification System (NAICS) Code is 238220. The related small business size standard is $15.0M. Solicitation Info: Solicitation is being conducted under FAR Part 13 and 36. All responsible sources may submit a quote, which shall be considered. The anticipated posting of this solicitation is on or about July 16, 2019. Site Visit: A formal site visit will not be held. Prospective bidders are urged to visit the site on their own. Bonds: A bid guarantee will be required only if your quote is over $150,000. In addition there is a requirement for performance and/or payment protections (performance bond and/or payment bond or Irrevocable Letter of Credit (ILC)). If quote is between $35,000 and $150,000, payment bond or ILC will be required for 100% of the award price and be submitted within 10 days after contract award. If quote is over $150,000, payment bond and performance bond or ILC will be required for 100% of the award price and be submitted within 10 days after contract award. Inquiries: Any prospective bidder desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing, not later than 5 calendar before the closing date, to allow a reply to reach all prospective Quoters before submission of their quote. Oral explanations or instructions given before the award of a contract will not be binding. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
