This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and procedures of FAR Subpart 13.5 and supplemented with additional information included in this notice. The U.S. Forest Service, Pacific Southwest Region (5), is soliciting proposals for the work requirement at the Cleveland National Forest, Palomar Ranger District, for fuels reduction services in San Diego County, CA. The work/project consists of preforming hazardous fuels treatment on approximately 110 acres. Treatments may include at least one, or combination of the following activities; cutting live and dead trees (< 8 inch DBH) with chainsaws, cutting live and dead shrubs with chainsaws, pruning residual conifer trees to a specified height, bucking and piling of contractor generated slash by hand, bucking and piling existing dead and down woody debris by hand, and covering hand piles with wax-coated Kraft paper. All treatments units are located on Palomar Mountain, in eastern San Diego County, California. 2 additional optional units totaling 84 acres may be awarded at a later date depending price per acre and forest service funding levels. The contractor shall provide all labor, supervision, services, tools, equipment, materials, supplies, and incidentals necessary to perform the work identified in the scope of work. The solicitation is 100% 8(a) competitive set-aside. The North American Industry Classification System [NAICS] code for this acquisition is 115310 with the Size Standard of $19M in annual revenue. The awarded contract will be Firm-Fixed-Price. The Request for Quotation is issued 5 April 2019. The date and time for receipt of quotes is 10 May 2019, 3pm Pacific Standard Time [PST].
