Action Type. Pre-Solicitation Notice / Synopsis GENERAL INFORMATION: The United States Department of Agriculture (USDA), Forest Service (FS), is soliciting proposals to interested businesses having the capability to perform the work described below and meet the criteria herein. The solicitation will be issued electronically on the Government Point of Entry (GPE) website at www.sam.gov under Contract Opportunities. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. Vendors are encouraged to search for opportunities and award history on www.sam.gov, which can be accomplished without registering. The website offers an Interested Vendors List and a Watchlist where company/entity interest can be added. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. Prospective offerors desiring to conduct business with the Forest Service are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a UEI SAM number to conduct business with the Federal Government. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on proposal submittal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Posting Date: 1 August 2023 (1) Classification/Action Code. Y – Construction of structures and facilities (2) Synopsis Period. 30 July 2023 through 16 August 2023 (3) Subject. GAOA - Sierra Vista Scenic Byway Beasore Road Repairs (4) Description. The USDA Forest Service Sierra National Forest has a requirement for roadside maintenance that includes but may not be limited to asphalt crack filling with double chip seal placement, restoration of drainage function and reconditioning of culverts along the road, pothole repairs and line paint refreshening. (5) Place of Contract Performance. The project work is located on Beasore Road in the Sierra National Forest near Oakhurst, CA in Madera County. Interested offerors will find the coordinates within the solicitation and a vicinity map. Elevations on this road are from 6500 up to 7,500 feet and the snow could be present in May. The implementation is expected to begin in June 2023 or as soon as the snow melts. (6) Period of Performance. The anticipated contract time for this project is 69 calendar days after the notice to proceed effective date. Contract time accounts for delays in weather, lead times for supplies and materials, mobilization, and final site cleanup. (7) Product or Service Code. Y1LB, Construction of Highways, Roads, Streets, Bridges and Railways NAICS. 237310 - Highway, Street, and Bridge Construction Magnitude of Construction Project. Between $5,000,000 and $10,000,000. The Government will offer weekly guided site visits on the following dates: 11 August 2023 15 August 2023 17 August 2023 22 August 2023 29 August 2023 Site Visit Meeting Location -- Sierra National Forest Supervisor’s Office located at 1600 Tollhouse Road, Clovis, CA 93611. Offerors interested in attending a site visit on one of these dates will need to contact Pablo Gonzalez at pablo.gonzalez@usda.gov at least 48 hours prior to the date. Visits must be scheduled between 0900 and 1400 PT. (12) Pre-Proposal Meeting/Conference. The Government will host a virtual pre-bid meeting via Teams. Contractors that do not have teams will be able to participate in the meeting by dialing in. The anticipated venue for the pre-bid meeting: Microsoft Teams Date/Time. 24 August 2023 / 1000 PT to 1200 (Noon) PT Access details will be provided in the Solicitation. All questions pertaining to this upcoming solicitation must be submitted in writing (via email), to BOTH contact emails. (15) Contract Type. This opportunity is anticipated to be awarded as a single-award, FFP contract to the offeror whose proposal presents the Best Value to the Government. (16) Contract Award Number. TBD All responsible sources meeting the criteria stipulated in the solicitation terms may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the U.S. Federal Government to provide maximum practicable opportunities for acquisitions to small businesses, veteran-owned small businesses, small, disadvantaged businesses, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. All offerors are strongly encouraged to contact their local Small Business Administration Office, to post their need for qualified subcontractors at http://www.sba.gov. (17) Contract Award Date. Anticipated on/or about 15 September 2023. (18) Contract Award Dollar Amount. TBD. Reference magnitude under item 2 herein. (19) Contractor. TBD following evaluation of competitive proposals. One (1) contractor will be selected for award. (20) Cutoff for Questions and Answers. The cutoff for questions pertaining to this solicitation is Wednesday 30 August 2023 NLT 1300 PT. Questions must be submitted via email to klenise.wallace@usda.gov and pablo.gonzalez@usda.gov. Do not make assumptions. It is better to ask and know than guess what the Government’s intent is for any given subject area. All inquiries should include the solicitation number in the subject of the email. (21) Proposal Submission. Proposals are due Friday, 1 September 2023 by 2359 PT. Proposal submissions must include the solicitation number in the subject of the email(s) and contractor name. The contractor is responsible for verifying receipt of proposal by the solicitation Contact. (22) Proposal Tips for Submission. a. Read the solicitation carefully and ensure that proposals include all documents specified in Section E or M (depending on solicitation format). b. Do not make assumptions. Ask questions and obtain clarifications on any information that is confusing or unclear. c. Make every effort to attend a pre-proposal meeting and/or site visit if applicable. d. Ensure all questions have been addressed prior to the cutoff for questions and proposal submission due date.
