Title: Lassen National Forest Well Pond Relining, California Description of Work The Lassen National Forest, California, requires the supply and installation of reinforced polypropylene lines to three (3) existing well ponds at three (3) separate locations (White Horse Well Pond – T33N, R8E, Section 33; Bogard Well Pond – T32N, R8E, Section 33; and Falls Flat Well Pond – T33n, R6E, Section 13). The contractor shall furnish all labor, supervision, transportation, equipment, operating supplies, and incidentals necessary to complete this project. Project Location The Project is located at three (3) separate locations. White Horse Well Pond is located approximately 30 miles northwest of Susanville, California. From Susanville travel 5 miles west on State Highway 36 to State Highway 44. Travel west on State Highway 44 for approximately 24 miles to Forest Road 33N02 (T32N, R8E, Sec. 29). Travel north on Forest Road 33N02 for approximately 5 miles and turn right on Forest Road 33N04Y. Follow 33N04Y for approximately 0.25 mile until reaching the water storage pond on the north side of the road. The legal description for the project is Section 33, Township 33 North, Range 8 East, Mount Diablo Base Meridian. Bogard Well Pond is located approximately 25 miles northwest of Susanville, California. From Susanville travel 5 miles west on State Highway 36 to State Highway 44. Travel west on State Highway 44 for approximately 23 miles to Forest Road 33N02 (T32N, R8E, Sec. 29). Travel north on Forest Road 33N02 for approximately 5 miles and turn right on Forest Road 33N04Y. Follow 33N04Y for approximately 0.25 mile until reaching the water storage pond on the north side of the road. The legal description for the project is Section 33, Township 33 North, Range 8 East, Mount Diablo Base Meridian. Halls Flat Well Pond is located approximately 40 miles northwest of Susanville, California. From Susanville travel 5 miles west on State Highway 36 to State Highway 44. Travel west on State Highway 44 for approximately 34 miles to Lassen County Road 111 (Pittville Road). Travel northwest on Pittville Road for approximately 8 miles to reach the well pond. The legal description for the project is Section 13, Township 33 North, Range 6 East, Mount Diablo Base Meridian. Contract Time The Contractor is expected to begin work within ten (10) days of the Notice to Proceed date (to be determined) Anticipated Schedule for solicitation, award, and completion of project is as follows: Solicitation Posted: Anticipated by September 8, 2023 Solicitation Close: September 22, 2023 Anticipated Award Date: September 27, 2023 Project Completion: 60 days after Notice to Proceed Magnitude The Government’s estimate for this requirement is $100,000 to $250,000. Additional Information This requirement is being solicited as a Total Small Business Set-Aside, under North American Industry Classification System (NAICS) code 237110 – Water and Sewer Line and Related Structures, which a small business size standard of $45M. The Forest Service intends to award one (1) Firm-Fixed-Price (FFP) contract resulting from this solicitation. The US Department of Agriculture, Forest Service intends to conduct this acquisition by use of simplified acquisition procedures in accordance with Federal Acquisition Regulation (FAR) Part 13. A single contract award will be made to the offeror that submits a quotation that has been determined to represent the best value to the Government. All interested vendors must be registered in the System for Award Management (SAM) database at https://sam.gov/content/entity-registration before award of contract; failure to register in the SAM database may cause your firm to be ineligible for award and removed from consideration. Interested vendors must obtain complete solicitation package on SAM.gov, copies will not be mailed from this Contracting Office. All amendments will be posted on SAM.gov and vendors will be solely responsible for viewing the solicitation posting in SAM.gov for amendments to the solicitation. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs.
