The United States Department of Agriculture, Forest Service, Special Projects Operations Center – Southwest Region is requesting a firm-fixed-price Request for Quotation (RFQ) for commercial services to provide post-fire aerial imaging within Region 3 following recent fires in Arizona and New Mexico. This critical data will help predict the various impacts that fire has on landscapes. This type of imagery provides a better assessment than what can be derived from satellite imagery alone. With this data, the USFS Southwestern Region can directly measure the influence of prior thinning and controlled burns on the severity of the fire and inform future forest rehabilitation and prevention efforts. This imagery also provides post fire risk assessment and assists in monitoring burn severity, measuring soil instability and physical damage of land and resources, and in planning for restoration efforts. This combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. This procurement is set aside for 100% Small Business set-aside. The NAICS code is 541370- Surveying and Mapping (except Geophysical Services) and the Small Business Size Standard is $16.5M. All prospective contractors must be registered in the System for Award Management (SAM) at www.sam.gov prior to submission of quotations to be eligible for award. Lack of SAM registration will make a contractor ineligible for award. Period of Performance for this requirement is 5 months (five) from contract award.
