Solicitation number 12925520Q0010A is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a full and open competition solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing. SCHEDULE OF ITEMS Background: The USDA, Agricultural Research Service (ARS) Daniel K Inouye Pacific Basin Agricultural Research Center, Tropical Crop & Commodity Protection Research Unit has a brand name or equal requirement for a new Agilent GC/MS System, Agilent Headspace Sampler, Markes Thermal Desorption Unit, and Microchamber Thermal Extractor or equivalent. All systems must meet the following requirements. Minimum Technical Specifications: General A Gas Chromatograph/Mass Spectrometer with Data System will be installed and verified to be calibrated to the manufacturer specification. The system must be capable of being fully integrated into an existing network of Agilent 6890/5973 and 7890/5975 GC/MS. Installation and on-site familiarization/training provided at no additional cost. The entire system must operate on 120VAC. Gas Chromatograph (GC) Must have method programmable parameters (column size, carrier gas type, pressure, temperature etc) translation function built in the software package. The calculated result should be transferred to method for analysis. Must have the ability to handle capillary column flow rates up to 4 mL/minute for data acquisition and 50 mL/min sustained flow to MS. Must have two electronic pneumatic controlled split/splitless inlet. Must have an electronic pneumatic controlled flame ionization detector Must have ambient temperature and pressure compensation for all pneumatics for all inlets, detectors and auxiliary pneumatics. Mass Spectrometer (MS) Must be quadrapole, electron impact type, with user selectable ionization energy from 5—240 eV or better. Ion Source need to temperature controllable from 100 – 350 ?C. Must have Gain normalized Autotune to optimize electron multiplier (EM) gain. Must have mass range of 1 – 1050 u or better, and electronic scan rate of 20,000 u/sec or better, and 1,500:1 signal to noise (S/N) or better. The high-vacuum region must utilize an air-cooled high-vacuum turbo molecular pump (not a diffusion pump). Roughing pump need to be oil-free dry scroll type roughing pump. Data system must have an integrated retention time-locking module for analyzing target compounds in complex matrices. The software module must provide the creation of custom compound databases as well as the utilization of vendor provided databases. Headspace sampler Must be able to accommodate minimum 100 sample vials. Must support 10 mL, 20 mL, or 22 mL vials without an adapter Sample oven temperature ranges must cover 35-210ºC. Must independently control vial pressurization and column head pressure Must be able to automatically check leaks from each vial during pressurization without time consuming calibration Must be able to perform multiple headspace extractions (up to 100 extractions) per vial Samples must be depressurized before returning to tray Must shake vial with adjustable frequency and acceleration parameters for faster sample equilibration Must be controlled by built-in keypad and external data system Must have an electronic pneumatic controlled (EPC) carrier gas flow system Integrated with GC/MS system with a menu of pre-programmed standard injection parameters. Must be fully controlled by above GC/MS software Automated Thermal desorption unit Must allow the simultaneous analysis of volatiles and semi-volatiles (e.g. n-C5 to n-C44 in a single analysis). Must handle minimum of 100 samples (thermal desorption tubes) automatically Must be able to re-collect all the split flows to enable repeat analysis Must be compatible with industry standard 3.5” (89 mm) length x 0.25” (6.4 mm) O.D. tubes made of stainless steel, inert-coated stainless steel or glass for compliance with standard methods. Must be able to cool packed focusing trap to sub-zero temperatures without the use of any cryogenic cooling (i.e. no liquid nitrogen used). Integrated with GC/MS system with a menu of pre-programmed standard injection parameters. Must have an electronic pneumatics control (EPC) of carrier gas through the thermal desorber Electronic control of split and desorb flows The Automated Thermal Desorption Software must be fully compatible with the above GC/MS software Microchamber Extraction System Must collect volatiles from at least 4 samples simultaneously (4 chambers at least) onto conditioned sorbent packed tubes Chambers must have a minimum volume of 100 mL. A precision gas manifold maintains a constant air/gas flow through each sample chamber. Chamber temperatures range from ambient to 250°C Workstation Software Requirements Must be fully capable of controlling all GC/MS and headspace sampler system programs after fully integrated into an existing network with Agilent 6890/7893 and 7890/7895 GC/MSD systems. Must have various levels of security so that a system Manager may define who has access to methods, data files, and reports. Library Search software must provide: NIST 2017 ms library or later. Ability to conduct simultaneous multi-library searches and provide concise review of library match quality. User created library program. Workstation The workstation components (pc/monitor/laser printer) provided with the system must be new and include one-year warranty. Computer (pc) specifications shall meet or exceed the GCMS data system requirements, and all software and libraries preinstalled by vendor. Installation, Warranty, Service, and Support Requirements Must include full system installation, performance verification, and familiarization by a factory trained service engineer onsite. The system must include hardware and software technical phone support at no additional cost. Must include onsite consulting sessions (up to 2 days each for headspace sampling unit and thermal desorption unit, respectively) for method optimization and advanced techniques The performance verification must include an instrument detection limit report based on a minimum of eight replicate injections. Must include standard 1 year warranty on parts & labor. Must include manufacturer support for a reasonable standard response time (1 week or less), for any repairs and maintenance with unlimited onsite repair with no additional cost for travel, labor, and parts for GCMS system for the 1 year warranty period. Prior to the standard 1 year warranty expiring, must be able to purchase extended warranty into years 2,3,4,5, etc. System shall include a ten year value guarantee such that vendor will have a minimum ten year guaranteed parts and comprehensive service.
