The Forest Service Pacific Southwest Region 5 is currently preparing a Request for Proposal solicitation to award a Firm-Fixed Price contract. The North American Industrial Classification System Code (NAICS) for this effort is 237990. Scope of this project is to provide construction type improvements at Laguna Campground, El Prado Group Campground, and Burnt Rancheria Campground. Laguna Campground will require demolition of seven existing vault buildings and one vault/flush toilet building. Demolition and removal of one vault toilet building and picnic tables at El Prado Group Campground. Demolition and removal of fee tube at Burnt Rancheria Campground. Construction improvements will include site preparation and installation of new vault toilet buildings, accessible concrete walkways, accessible camp units, concrete pad, fee tube, septic tanks, new water system, valves boxes, hose bibbs, upgrades to existing water system and repairs. Roadways improvements will include cleaning-out existing culverts, pulverizing existing asphalt roadway and camp unit spurs, widen campground spurs, roadway and parking areas. Lay new aggregate subbase, new asphalt pavement, speed bumps, wood barrier posts, bollards, wood fencing, wheel stops, traffic signs, rip rap, geotextile material, carsonite delineator markers and pavement striping. Magnitude of Construction is between $1,000,000 and $5,000,000. Work will take place in Cleveland National Forest - Mt. Laguna, San Diego County, CA. The contract duration is anticipated to be 453 calendar days from the issuance of the Notice to Proceed. Site Visit is scheduled for April 24, 2019 at 1:00 P.M. Site Visit location will be Laguna Campground in Mt. Laguna, CA. From San Diego travel on I-8 East for approximately 40 miles, Exit Sunrise Highway. Turn left onto Sunrise Highway (San Diego County S-1) travel for approximately 12 miles. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Solicitation Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing the solicitation and any amendments by the Government prior to closing. It is the Offerors responsibility to monitor the website for any amendments or changes to the solicitation. This will be a 100% Small Business Set-Aside competitive procurement. System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
