This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Products and Commercial Services, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12905B25Q0028 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2025-03 dated 01/17/2025. The Service Contract Labor Standards do not apply to this action. This solicitation is issued as Unrestricted. The associated NAICS code is 238210 and the small business size standard is $19 million. List CLINS, item descriptions, quantities and units of measure: CLIN 001 Repair to failing/expired facility control system per the Statement of Work, including: Renewal of the existing software and bring system up to date; Upgrade of the existing Historian software to enteliVAULT current software; Installation of software on PBARC virtual machine server Description/Statement of Work/Specification: Please see the attached Performance of Work Statement Date(s) and place(s) of delivery and acceptance: Delivery of all services must be completed no later than 60 days after receipt of award. FAR Provision 52.212-1, Instructions to Offerors-Commercial, is incorporated by reference and applies to this acquisition. Quoters are required to complete in full FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items (DEVIATION), with their quote online at SAM: www.sam.gov. A quoter must state in their offer if they completed FAR 52.212-3 online and that is it up-to-date and valid. See the attached RFQ terms and conditions for more requirements. System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Agencies will not consider or use these representations. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services applies to this acquisition.
