THIS IS AN INFORMATIONAL NOTICE ONLY The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Pacific West Area Office has a construction requirement for construction, development, and testing for one (1) irrigation water supply well (Well 4) with an estimated pumping capacity of 600 gallons per minute (gpm). Work will include and is not limited to: site preparation, conductor casing and sanitary seal installation, borehole drilling, geophysical logging, casing and well screen installation, gravel envelope placement, transition and annular seals, well development and testing, wellhead security, and/or other work as necessary to complete the project as described in the Drawings and Specifications. The Well 4 borehole depth is expected to be approximately 910 feet below ground surface (bgs). The Contractor shall provide all labor, equipment, materials, supplies, transportation and supervision performing all required work in accordance with the plans and specifications for this requirement. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is between $500,000 and $1,000,000. USDA will issue a Firm Fixed Price Construction Contract. The Request for Proposal (RFP), #12905B23R0019, may be issued on or around 23 June 2023. The requirement will be 100% set aside for Small Businesses, under NAICS Code 237110 with a size standard of $45M. Information concerning the REE policies and procedures regarding the definitization of equitable adjustments for change orders under construction contracts and the time required for definitization of those actions per 15 U.S.C. 644 is available at https://www.ars.usda.gov/afm/apd/acquisitions/. Completion timeframe for the resulting contract is to be determined. The RFP will be accessible via https://sam.gov/ in the “Contracting Opportunities” section. Potential Offerors are responsible for monitoring this site for release of the RFP package and any amendments. All offerors shall be registered with the System for Award Management Registration per FAR Clause 52.204-7 and 52.204-8. No paper copies of the solicitation will be mailed and telephone requests will not be honored.
