COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12905B22Q0219 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-07, effective August 10, 2022. This solicitation is issued as UNRESTRICTED. The associated NAICS code is 311119 and the small business size standard is 500. List CLINS, item descriptions, quantities and units of measure: CLIN 1: #2 yellow feed corn, harvested in the 2022 growing season, delivered to the Headquarters location in Dubois, ID (120 tons) Delivery shall be one time, delivered from October 13th to October 27, 2022 CLIN 2: #2 yellow feed corn, harvested in the 2022 growing season, delivered to the Mud Lakes location in Dubois, ID (90 tons) Delivery shall be one time, delivered from September 26th to October 14, 2022 Depending on funding availability, ARS would like to include these options for delivery. Inclusion/exercise of optional CLINS 3 and 4 is NOT guaranteed in contract award. CLIN 3 – OPTION 1: #2 yellow feed corn, harvested in the 2022 growing season, delivered to the Headquarters location in Dubois, ID (30 additional tons) Delivery shall be one time, delivered between October 13, 2022, to October 27, 2022 CLIN 4 – OPTION 2: #2 yellow feed corn, harvested in the 2022 growing season, delivered to the Mud Lake feedlot location (30 additional tons) Delivery shall be one time, delivered between September 26, 2022, to October 14, 2022 IMPORTANT: Quantity variance shall be no greater than 10% tonnage at each location for each delivery. Corn shall be free of insects and insect damage. Corn shall contain minimal dust and cracking of kernels. Unloading of corn shall be done by using bottom dump hoppers (no lifting required). Unloading time is estimated between 0.5 and 1 hour per truckload. A minimum of 72 hours’ notice is necessary for delivery of corn. Delivery Hours shall be: 7:00 am – 2:30 pm. No Deliveries after 2:30 PM. Monday – Thursday No Deliveries on Fridays Delivery Location 1: Delivered to the Headquarters facility, located 4 miles north of Dubois, ID on Interstate 15, take Exit 172, and turn east for 2 miles Delivery Location 2: Delivered to the Mud Lake Feedlot, located 2 miles west of Mud Lake, Idaho on Highway 33. The entrance gates are locked so prior notice is required to have someone unlock the gates and assist with unloading. Date(s) and place(s) of delivery and acceptance: Delivery can begin upon notification of bid acceptance and must be completed by September 26, 2022 (CLINS 1 and 2). Deliveries will be accepted 7:30 a.m. to 4:30 p.m. MDT Monday through Friday and should be coordinated with the USDA, ARS 24-72 hours in advance. NO DELIVERIES AFTER 4:30 P.M.
