A market survey is being conducted to determine if there are adequate Small Business, SBA-certified HUBZone, SBA-certified 8(a), Women- Owned, or Service Disabled Veteran-Owned Small Business (SDVOSB) contractors available for a proposed project who meet the specific criteria outlined below. This is not a solicitation Announcement or Request for Proposal. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision. The USDA Agricultural Research Service (ARS) will not award a contract on the basis of responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit competition to 8(a), HUBZone, SDVOSB, Women-Owned, or other small business firms, or to proceed with issuing an unrestricted solicitation, inviting full and open competition. Requirements: The U.S. Department of Agriculture, Western Regional Research Center, 800 Buchanan Street, Albany, CA 94710 has issued this sources sought announcement in order to determine if there are existing businesses sources capable of renew the existing support contract for the REES Scientific equipment located in Albany CA. The complete minimum requirements are: The USDA, ARS, Western Regional Research Center (WRRC), Albany CA. Statement of Work (SOW) for the REES Scientific Monitoring System located at 800 Buchanan Street, Albany, CA. 2. Objective The objective is to renew the existing support contract for the REES Scientific equipment located in Albany CA. 3.Product Description The contract shall include the following REES Scientific Support for probes and monitoring system and provide REES Support coverage for REES equipment. REES will also supply replacement of failed hardware for REES systems. 4. Salient Characteristics for Maintenance The contractor shall, during the contracted period, furnish all parts and service necessary to maintain the System in good working order, or provide such other maintenance coverage specified in the Schedule of Maintenance Coverage. Contractor performs service and repairs from their remote location. Contractor shall also conduct remote diagnostic testing, when applicable. Any replacement parts may be either new or refurbished but equivalent to new in operation. Parts will be furnished on an exchange basis, and any parts removed shall become the property of contractor. Customer agrees to promptly return to contractor any defective parts that were replaced under this Agreement unless, with Contractor’s expressly written approval replaced parts can be discarded. Customer further agrees to make systems remotely available per a mutually agreeable remote service method. Any response times for service are dependent upon the availability of remote system access by the Customer. The contractor shall, for a one-year service contract provide onsite service and 24/7 Technical Support. Series II PC and Seer Systems have been discontinued and the contractor can no longer provide replacement parts. In the event of a failure to one of these systems, the contractor will offer a trade-in discount to the current Centron system with special upgrade pricing. Service requirement will be for one base and up to four option years.
