This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is for the selected contractor to rent a Brand name or equivalent requirement - Rent a Hilliard polypress – filtering system that has an automatic pump control for the USDA, ARS, PWA, located at 9611 S. Riverbend Ave. Parlier, CA 93648 (A) The solicitation number is 12905B21Q0115 and is issued as a Request for Quotation (RFQ). (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-06 (June 10, 2021). (C) This solicitation is issued as unrestricted. The associated NAICS code is 333999. The small business size standard is 1,000.00. (D) List CLINS, item descriptions, quantities, and units of measure: 1 EA - Rent the brand name or equal item contractor to rent a Brand name or equivalent requirement - Rent a Hilliard polypress – filtering system that has an automatic pump control (E) Description/Statement of Work/Specification: Star Polypress that has never been used. Model #RC6-470Q/CG/APD/APC and this has the following features: - 470MM SQUARE POLYPROPOLENE RECESSED CHAMBER PLATES. - 6 SLUDGE CHAMBERS 32MM THICK, COMPOSED OF 5 INTERMEDIATE PLATES, ONE HEAD AND ONE TAIL PLATE. - PLATES ARE GASKETED FOR MINIMAL LEAKAGE. - 1 F³ SLUDGE CAPACITY. - 20 F² FILTRATION AREA. - POLYPROPOLENE REUSEABLE FILTER CLOTHS CAULKED IN PLACE. - SCHEDULE 80 PVC PIPING: ONE 2” POLYPROPOLENE CENTER INLET, FOUR 1” SCHEDULE 80 PVC CORNER OUTLETS, NPT CONNECTIONS. - AIR BLOWDOWN MANIFOLD CONSTRUCTED OF SCHEDULE 80 PVC PIPING WITH FLANGED INET AND OUTLET. - MANUAL/HYDRAULIC OPEN/CLOSE/SEAL SYSTEM CONSISTING OF SINGLE ACTING HYDRAULIC CYLINDER AND HYDRAULIC HAND PUMP WITH ALL NECESSARY GAUGES AND SWITCHES. - MAXIMUM DESIGN PRESSURE IS 100 PSI. - RECOMMENDED OPERATING TEMPERATURE IS AMBIENT. - EXPANDABLE TO 2 F3. - AIR OPERATED, DOUBLE DIAPHRAGM FEED PUMP MOUNTED AND PIPED TO PRESS - AUTOMATIC PUMP CONTROL SYSTEM (AUTOMATICALLY INCREASES THE PRESSURE TO THE PUMP AS NEEDED) - DRAWING #50470-70-003-D (F) Date(s) and place(s) of delivery and acceptance: We anticipate delivery within 15 days after receipt of order. Inspection will be performed at 9611 S. Riverbend Ave. Parlier, CA 93648 All items shall be sent FOB Destination. Please ensure ALL freight costs are included in your response. Please see the attached RFQ terms and conditions for the submission requirements. (H) Evaluation: For the evaluation criteria, please see the attached RFQ terms and conditions. (I) Offerors are required to complete in full FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 online and that is it up-to-date and valid. See the attached RFQ terms and conditions for more requirements. (J) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. Please see the attached RFQ terms and conditions for its Addendum. (K) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is incorporated and applies to this acquisition. Please see the attached RFQ terms and conditions that are applicable to the acquisition. (L) A statement regarding any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices: N/A. (M) The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation. (N) Date, time and place offers are due.
