This is a solicitation announcement for the U. S. Department of Agriculture, Agricultural Research Service, USDA ARS PWA HCRU Corvallis OR.. A Request for Proposal is requested for the replacement of following obsolete (functional) Rooftop units and associated HVAC equipment identified as: Rooftop Unit #2 – Carrier, 7.5 Ton, DX Cooling/Gas unit. Serial Number: 3896G30204. Installed 1996. Model # 48TJE008---511QE. Rooftop Unit #5 – Carrier, 10 Ton, DX cooling/gas unit. Serial Number: 1394G02069. Installed 1994. Model # 48HGD012. Rooftop Unit #3 – Carrier, 5 Ton, DX cooling/gas unit. Serial Number: 0897G20667. Installed 1997. Model # 48TJE006---501QE. Rooftop Unit #6 – Carrier, 30 Ton, DX cooling/hydronic hot water (100% outside air dedicated). Serial Number: 1394F90046. Installed 1993. Model # 50DJ-034CAA14411. With an option to replace the following: Replace additional rooftop unit – Trane, 8.5 Ton, single zone, electric cool. Installed 2002. Serial Number: 227100319L. Model: TSC102A3R. Replace existing UNK condenser, DX, air cooled, direct drive 1.5-ton unit installed in 2001 with either ceiling cassette or wall mounted mini-split. Contractor shall appropriately size the proposed replacement equipment and submit for review and approval by ARS. Replace existing Champion Cooler evaporative cooler (4215 CFM, Serial Number: AB1440115, Model: RWC50) installed in 2014 with appropriately sized suspended split system AC unit. Contractor shall submit manufacture data on proposed unit for approval. Replace additional existing rooftop units – (2) Carrier, 7.5 single zone, electric cool, gas heat. Installed 2014. Serial Numbers: 4114P74213; 2015P66531. Model 50TCQD08A2 A5A0A0. at USDA ARS PWA HCRU 3420 NW Orchard Avenue Corvallis, OR.. This announcement is a total set-aside for Small Business Concerns. The USDA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to perform the replacement of rooftop HVAC units as described in the attached Statement of Work (SOW). The contractor shall maintain the current facility buildings, grounds and equipment to their most productive and efficient state of performance. Completion Time: 90 calendar days after receipt of the Notice to Proceed. Prior to commencing work, the contractor receiving award shall provide proof that an OSHA certified "competent person" (CP) (29 CFR 1926.20 (b)(2)) with 30-hour OSHA certification will maintain a presence at the work site whenever the general or subcontractors are present. All employees of general contractor or subcontractors on site shall have the 10-hour OSHA certified Construction Safety course. This construction project is set-aside for Small Business firms (SB). The North American Industry Classification Code (NAICS) for this procurement is 238990, All Other Specialty Trade Contractors and size standard $15 million applies. In accordance with FAR 36.204, disclosure of the magnitude of this construction project is between $250,000 and $500,000. The government intends to award a Firm Fixed Price Contract in July 2020. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA will provide no hard copies. The solicitation, consisting of various solicitation documents, specifications, forms, drawings and photographs are attached to this posting. While not required a site visit is recommended and is scheduled for 06/30/2020 at 9:00 am. Social distancing will be adhered to and that wearing a mask is strongly encouraged. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred SM Program.
