Under the authority of FAR 13.106, the USDA ARS intends to award, on a sole source basis, a Firm Fixed Purchase Order (PO) to DR. PEGGY A MURPHY-HACKELY, DVM, MS, 18875 Foresthill Rd, Foresthill, CA 95631. This order attains Dr. Murphy-Hackely for Professional Veterinary Consulting Services, Base Year + Four (4) Option Years, in support of the ongoing research at USDAS ARS, WRRC, Foodborne Toxin Detection & Prevention (FTDP), Albany, CA. The Firm Fixed PO will include the following: 1. Base Year, plus four (4) Option Years for Professional Veterinary Consulting Services USDA ARS, WRRC, FTDP requires continuity of veterinary services for the Small Animal Facility & the continuum of a professional veterinarian (Vet) who possess the expertise in maintaining the health of the animals; expertise in laboratory animal medicine; and be certified by the American College of Laboratory Animal Medicine. The Vet must provide regular visits to the facility; provide oversight of animal husbandry and health; be in compliance with animal welfare regulations & guidelines and environmental conditions; prepare written notes and reports; participate in semi-annual and ad hoc meetings of the SAF and facility inspections; and participate in protocol reviews and development of facility standard operating procedures. The Vet also will provide email and phone consultation with investigators and animal facility manager as needed. Location intends to sole source to Dr. Hackley for the continuity of consulting veterinarian support services that she has been providing the Location for the past 6 years. She has overseen the transition of inspections of ARS labs by APHIS, revamped the entire operation of the laboratory, instituted the use of standard reporting formats required by Public Health Service (PHS) and Office of Laboratory Animal Welfare (OLAW), trained animal care staff, instituted annual onsite training for animal research staff and reports new regulations to IACUC. Dr. Hackley is currently advising the Location Research staff on multiple research studies. Her advice and unique training are critical for the continuity of funded research and for the consistent leadership in good animal and laboratory practices. Along with FAR Part 12 & FAR Subpart 13.106 procedures, pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETTIVE QUOTES; a determination, by the Government, not to compete this proposed order/contract based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. The Government will consider all responses received by 10:30AM PST, SEPTEMBER 24, 2019. Information received will be considered solely for determining whether to conduct a competitive procurement.
