THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 13.106, the USDA ARS intends to award, on a sole source basis, a Firm Fixed Purchase Order (PO) to GIDDINGS MACHINCE COMPANY, 631 Technology Circle, Windsor, CO 90550-3126. This order will purchase a GIDDINGS #35-TS, XHDSGRTS TRACTOR 3PT MOUNT CORING MACHINE in support of the ongoing research at USDA ARS, PWA, Water Management & Conservation (WMC), Maricopa, AZ 85138. The Firm Fixed PO will include the following: 1. GIDDINGS #35-TS, XHDSGRTS TRACTOR 3PT MOUNT CORING MACHINE USDA ARS, WMC requires a hydraulic soil sampling equipment that can be mounted onto their owned John Deere 6120M utility tractor and driven by the power take-off (PTO). The equipment needs to have the minimum following specifications: - 12,000lb of downward force for penetrating dry clay soils. The ability to direct push and auger into soil. - The ability to reposition the sample point to accommodate different crop spacing and to avoid drip tape lines. - The ability to capture soil cores up to 10 feet deep at custom intervals. - The adaptability to capture different diameter soil cores. - The adaptability to capture soil cores into plastic liners. - 1000lbs total weight to prevent the equipment from lifting during sampling GIDDINGS is the only commercial vendor & seller of this type of equipment. Along with FAR Part 12 & FAR Subpart 13.106 procedures, pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETTIVE QUOTES; a determination, by the Government, not to compete this proposed order/contract based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. The Government will consider all responses received by 09:00AM PST, SEPTEMBER 3, 2019. Information received will be considered solely for determining whether to conduct a competitive procurement.
