Under the authority of FAR 13.106, the USDA ARS intends to award, on a sole source basis, a Firm Fixed Purchase Order (PO) to BIOCRATES LIFE SCIENCES AG (BIOCRATES), Eduard-Boden-Gasse 8, a-6020 Innsbruck, FN220414p Landesgericht Innsbruck. This order will attain five (5) MXP® QUANT 500 KIT (96) - SCIEX - UHPLC & associated components in support of the ongoing research at USDA ARS, Western Health Nutrition Research Center (WHNRC), 430 West Health Sciences Drive, Davis, CA 95616. The Firm Fixed PO will include the following: 1. BIOCRATES KITS #21094 - MxP® Quant 500 Kit (96) - SCIEX - UHPLC; 9 QTY INCLUDES: #21087 - MxP® Quant 500 Starter Kit (24) - SCIEX - UHPLC; 1 QTY #21117 - MxP® Quant 500 Kit Column System; 1 QTY 2. DRY ICE SHIPMENT - USA USDA ARS, WHRNC requires additional kits to extract, analyze, quantify, and conduct data analysis for up to 630 metabolic targets for 79 samples in one 96 well plate, with accompanying controls and software designed for their AB Sciex LC-MSMS instrument. Among these are Amino Acids, Trytophane metabolites, and Biogenic Amines required to complete mission critical research. Procuring these individual assays would cost more than the identified metabolomic kit assays. BIOCRATES is the only commercial vendor of high throughput metabolomics kits for these targets, worldwide. Along with FAR Part 12 & FAR Subpart 13.106 procedures, pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETTIVE QUOTES; a determination, by the Government, not to compete this proposed order/contract based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. The Government will consider all responses received by 10:30AM PST, AUGUST 27, 2019. Information received will be considered solely for determining whether to conduct a competitive procurement.
