THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 13.106, the USDA ARS intends to award, on a sole source basis, a Firm Fixed Purchase Order (PO) to MALVERN PANALYTICAL (PANALYTICAL) INC, 117 Flanders Road, Westborough, MA 01581-1042. For immediate & critical repairs & replacement, this order attains Malvern Panalytical repair services for USDA owned equipment: PHILIPS (PANALYTICAL) X'PERT MPD, S/N #DY971 in support of research at USDA ARS Western Regional Research Center (WRRC), Bioproducts Research Unit (BRU), Albany, CA. The Firm Fixed PO will include the following: 1. MALVERN PANALYTICAL REPAIR SERVICES (CASE #474034) FOR USDA OWNED PHILIPS (PANALYTICAL) X'PERT MPD, S/N #DY971 * REPAIRS/REPLACEMENT PARTS INCLUDES: - 5322 785 02981 HV GEN3 XRD; - 5322 785 02061 HT CABLE SAFETY PLUG EL. UNIT, PANALYTIC; - 5322 785 01521 HV CABLE, CONNECTING; & - 5322 271 34178 SWITCH USDA ARS, WRRC requires urgent repairs & replacement parts for their essential x-ray diffractometer: Philips (PANalytical) X'Pert MPD, S/N #DY971. This equipment was originally purchased in February 1998; and recently caught fire and destroyed the generator along with the other attached components. It is imperative this equipment is repaired immediately since is it affecting the Location's ongoing research. PANALYTICAL is the manufacturer for the specific generator & the other attached components, and does not authorize or certify third party providers to service their equipment in United States. Along with FAR Part 12 & FAR Subpart 13.106 procedures, pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETTIVE QUOTES; a determination, by the Government, not to compete this proposed order/contract based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. The Government will consider all responses received by 10:30AM PST, JULY 30, 2019. Information received will be considered solely for determining whether to conduct a competitive procurement. Inquiries will only be accepted via email to the Primary Point of Contact: Washingtoni.NLN@ars.usda.gov. THE AWARD DATE WILL BE ON OR ABOUT JULY 31, 2019, and again, this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored.
