Under the authority of FAR 13.106, the USDA ARS intends to negotiate a non-competitive award, on a sole source basis, a Firm Fixed Purchase Order (PO) to INDUSTRIAL SYSTEMS ACQUISITION LLC, 5217 E. BROADWAY AVE, SPOKANE VALLEY WA 99212. This order purchases a California Pellet Mill (CPM)/Industrial Systems & Fabrication: PMCLE LAB PELLET MILL (size: 3/8", 5/16" 7/32" & /2") with feeder & other accessories in support of the research at USDA ARS, PWA, Range & Meadow Forage Management (RMFM), Burns, OR. The Firm Fixed PO will include the following: * 001 PMCL3 LAB PELLET MILL: The CPM CL3 Laboratory pellet mill is used for small batches of product to be pelleted. The die is 5 inches in diameter and 1 inch wide providing 15.7 square inches of pelleting surface. Dies can supply with various hole diameters depending on the product and desired pellet diameter. - Price Includes: Three 3/8" Lab Dies LD of 3, 4, & 5; * 002 CL3 LABORATORY FEEDER FOR 60HZ ELECTRICAL NEMA 12 ENCLOSURE; * 003 TOOL KIT: * 004 SPARE 5/16" C+ DIE LD OF 4 & 5 CPM DIE; * 005 SPARE 7/32" C+ DIE LD OF 3 & 4 CPM DIE; * 006 SPARE 1/2" C+ DIE LD OF 4 CPM DIE; & * 007 0186505 FREIGHT - Freight charges are based on shipping from Merrimack, NH to Burn, OR. - Electrical Requirements: 3/60/460V TEFC. Control Voltage: 1/60/120V TEFC. - Estimated Lead Time: 16 Weeks after signed receipt of approved drawings are returned to CPM. USDA ARS, RMFM requires a Laboratory rated pellet mill and dies that will provide for the development of scalable production processes with a minimum production capacity of fifty pounds per hour. The pellet mill must be adaptable to current laboratory space and safety system infrastructure. This equipment in support of their ongoing seed technology research at their Burns ARS location. The vast majority of the research effort at the Burns location is associated with management or restoration of sagebrush steppe rangeland vegetation. A significant part of their work involves restoration of perennial bunchgrasses. Restoration of these species is necessary to prevent continued expansion of exotic annual grasses, a problem impacting over 80 million acres of rangeland in the western US. In most restoration efforts, exotic annual grasses are already present on site and must be controlled before restoration of perennial bunchgrasses is successful. Thus, traditional management requires using herbicides to remove exotic annual grasses, followed by seeding of perennial bunchgrasses at a later time. This is a costly process that becomes cost prohibitive at large scales. Burns ARS has developed "herbicide protection pods" (HPP) that encase seeds of perennial bunchgrasses inside of carbon?based pellets that allow seeding of perennial bunchgrasses to be simultaneous with herbicide application to control annual grasses. This allows for single entry restoration that could cut restoration costs in half. The next phase of this research is to scale?up use of the HPPs from plot to larger field scales. To do this means that they must increase their HPP manufacturing capacity. The required pellet mill described will allow them to manufacture HPPs at the scale required for field testing. Industrial Systems and Fabrication, LLC is the company with whom California Pellet Mill coordinates its sales to US Government agencies. California Pellet Mill is the sole manufacturer and seller of a laboratory grade pellet mill and dies which meets production specifications for scalability of experimental processes to production processes and is adaptable to current laboratory space and safety system infrastructure. Along with FAR Part 12 & FAR Subpart 13.106 procedures, pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETTIVE QUOTES; a determination, by the Government, not to compete this proposed order/contract based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. The Government will consider all responses received by 10:30AM PST, APRIL 23, 2019. Information received will be considered solely for determining whether to conduct a competitive procurement.
