THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 13.106, the USDA ARS intends to award, on a sole source basis, a Firm Fixed Purchase Order (PO) to AB SCIEX, LLC, 1201 Radio Road, Redwood, CA 94605-1217. For continuity of the current required support & maintenance services, this order renews the current warranty plans for USDA equipment: SCIEX 4500 Triple Quadruple Mass Spectrometer (S/N #CJ20301612) & PEAK ABN2ZA Gas Generator (S/N #770004945) in support of research at USDA ARS WHRNC, Davis, CA The Firm Fixed PO will include the following: 1. BASE YEAR (YR1): PERIOD OF PERFORMANCE 03/25/2019 - 03/24/2020 - AB SCIEX SERVICE PLANS (WARRANTY RENEWAL OF ASSURANCE 2PM, SOFTWARE LEGACY PLAN & VENDOR ASSURANCE PLAN 1PM) 2. TWO (2) OPTION YEARS FOR CONTINUITY OF REQUIRED SERVICES & MAINTENANCE USDA ARS, WHRNC intends to renew their current AB SCIEX warranty plans for their instrumentS: SCIEX 4500 Triple Quadruple Mass Spectrometer (S/N #CJ20301612) & PEAK ABN2ZA Gas Generator (S/N #770004945). This MS instrument is essential to the Location's research for fulfilling their requirements of sample analyses, the MILQ study, as well as other collaborative studies. The Location have a high sample load (over 10,000 sample arriving for analysis within the next 1-2 years), for which it is critical for their MS to function for multiple analysis on each sample. Thus, they cannot afford downtime due to instrumental issues. Regular professional maintenance is key for a successful operation of the MS as well as short time responses from technicians in case the instruments experiences unforeseen malfunction. Also, AB SCIEX service plans include software updates and service for the PEAK generator, which provides the needed nitrogen gas for operating the instrument. AB SCIEX is the manufacturer of the MS & does not authorize or certify third Service party service providers of their services in United States. Along with FAR Part 12 & FAR Subpart 13.106 procedures, pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETTIVE QUOTES; a determination, by the Government, not to compete this proposed order/contract based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. The Government will consider all responses received by 10:30AM PST, MARCH 18, 2019. Information received will be considered solely for determining whether to conduct a competitive procurement. THE AWARD DATE WILL BE ON OR ABOUT MARCH 19, 2019, and again, this Notice of Intent is NOT considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored.
