THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 13.106, the USDA ARS intends to award, on a sole source basis, a Firm Fixed Purchase Order (PO) to Thermo Electron North America, LLC (Thermo Electron), 1400 Northpoint Pkwy, Suite 10, West Palm Beach, FL 33407-1976. For continuity of the current required support & maintenance services, this order renews the current Thermo Electron Service Contract for LTQ-Orbitrap Elite Mass Spectrometer (#SN05186B; #OTELITE-10000) with ETD Upgrade (#ETD10795; #1257330) in support of the ongoing research at USDA ARS, Western Region Research Center (WRRC), Produce Safety & Microbiology (PSM) & Crop Improvement & Genetics Research (CIPR), Albany, CA. The Firm Fixed PO will include the following: 1. THERMO ELECTRON SERVICE CONTRACT RENEWAL: UNITY ESSENTIAL SUPPORT PLAN-MSPEC-LC-MS --- * LTQ-ORBITRAP ELITE MASS SPECTROMETER (#SN05186B; #OTELITE-10000) * ETD UPGRADE FOR LTQ QL, HYBRID (#ETD10795; #1257330; OPTION-97108) * THIS ORDER IS A RENEWAL FOR THE CONTINUITY OF SUPPPORT SERVICES PREVIOUSLY PROVIDED UNDER #1232SD18P0193. --- USDA ARS, WRRC, PSM & CIPR intends to renew their current Thermo Electron Service Contract - Unity Essential Support Plan for their instrument: LTQ-Orbitrap Elite Mass Spectrometer (#SN05186B; #OTELITE-10000) with ETD Upgrade (#ETD10795; #1257330). This instrument is essential for their research for top-down and bottom-up proteomic analysis of foodborne pathogens, wheat allergen proteins and prion proteins. Maintenance of this analytical instrumentation is essential for the Agency Mission. Along with FAR Part 12 & FAR Subpart 13.106 procedures, pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETTIVE QUOTES; a determination, by the Government, not to compete this proposed order/contract based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. The Government will consider all responses received by 10:30AM PST, MARCH 11, 2019. Information received will be considered solely for determining whether to conduct a competitive procurement.
