Parameter-elevation Regressions on Independent Slopes Model
USDA is conducting market research—not a solicitation—to identify organizations capable of delivering a fully integrated, operational, nationwide weather information service supporting the Federal Crop Insurance Program and NRCS. The capability must combine observations, QA/QC, terrain-aware modeling, historical archives, analytical and geospatial products, public and restricted dissemination, scientific support, and infrastructure as one end-to-end service, rather than isolated datasets, models, software, or consulting services. Required areas include observation acquisition and quality control (including WCIS/AWDB, CoCoRaHS, and Mesonet data), terrain-aware modeling, CONUS/Alaska/Hawaii gridded products at nominal 800-meter or finer resolution, 30+ year archives, agricultural weather products, crop insurance operational support, secure portals, public access, PhD-level scientific support, and NRCS SNOTEL/SNOLITE/SCAN capabilities. Interested organizations should provide corporate information, a capability statement, a compliance matrix with objective evidence and dependencies, operational readiness status, a transition approach, and a non-binding ROM estimate with cost drivers. Responses will be used only to assess industry capability, refine acquisition strategy, determine commercial solution availability and competition potential, and no contract award will result directly.
