This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03 Updated 7/12/2019. The associated North American Industrial Classification System (NAICS) code for this procurement is 336991, Motorcycle, Bicycle, and Parts Manufacturing with a small business size standard of 1,000 employees. AWARD INFORMATION The Forest Service has a need for 5 motorcycles: It is anticipated that multiple awards will be issued. Award will be made separately for each motorcycle based upon a Trade-Off best value determination. The lowest priced offer may not receive award. Evaluation Factors (Listed in descending importance) – Technical Specification, Reliability, Past Performance. 1. Technical Specifications – Please submit model number and motorcycle specifications with enough detail to evaluate in comparison to stated specifications. Delivery or pickup availability will also be considered. 2. Reliability – Experienced reliability from evaluators, any reliability information submitted, and warranty information will be considered. 3. Past Performance – www.cpars.gov will be reviewed for past performance information. If no ratings are available, then the offeror will be rated neutral and it will not be held against them. The evaluation factors other than price, when combined, are approximately equal to price. Products not made in America will be evaluated in compliance with FAR 25.105 (Preference for American made). *Motorcycles not made in America – will add 6 percent to price (large business) or 12 percent (small business) to determine best value. (c) Offerors may obtain from the Contracting Officer a list of foreign articles that the Contracting Officer will treat as domestic for this contract. (d) The Contractor shall deliver only domestic end products except to the extent that it specified delivery of foreign end products in the provision of the solicitation entitled “Buy American Certificate.” (End of clause) 52.225-2 Buy American Certificate.
