INDEFINITE-DELIVERY, INDEFINITE-QUANTITY (IDIQ) CONTRACT FOR CIVIL CONSTRUCTION (ROAD & BRIDGE) FOR THE USDA/FOREST SERVICE INTERMOUNTAIN REGION (R4). The Intermountain Region (R4) is soliciting for a Civil Construction Contract in accordance with Federal Acquisition Regulation (FAR) Subpart 36.2. This announcement is being solicited as a small business set-aside pursuant to FAR 19. The North American Industry Classification System (NAICS) code for this action is 237310 and the small business size standard is $39.5M. As a result of this announcement, the Forest Service (R4) intends to award multiple award task order (MATOC) contracts in support of the various forests/units within R4. The contracts will consist of five (5) one-year ordering periods. PROJECT INFORMATION: Work includes Civil Construction including: general road, bridge, and retaining structure construction or repair; stream projects including culverts and small dams, utility line construction, concrete flatwork or paving, and asphalt pavement or surface preservation; and general excavation or other civil site work. Successful offerors MUST be capable of performing all work described and contemplated by this solicitation. Road: Work includes repair, maintenance and construction of native surface, gravel or paved roads; and road repair and reconstruction due to damage from human or natural causes. Road decommissioning: Work includes de-compaction, partial or full re-contour to restore the roadway to a hydrological stable condition; removal of drainage structures and associated fill to restore site to natural contour; work may include excavation of stream channels without drainage structures; installation of gradient control devices in channels or sediment basins; seeding, fertilizing and mulching; and the construction of waterbars. Bridge: Work includes repair, maintenance and construction of steel, concrete, and timber road bridges; reconstruction of approaches; and related stream work within the project area. Trail bridges located at trailheads readily accessible by conventional road building equipment. Work includes construction or reconstruction of bridge. Site will be accessible from National Forest system or other public roads. Culverts, Aquatic Passage Structures, Ancillary Structures, and small dams: Work includes road structures for aquatic passages, bottomless arches, small bridges, retaining walls, and cattle guards that are part of National Forest roads. Other stream projects may include streambank repair, channel construction, and small dam repair, construction, or decommissioning. Related work includes signs; guardrails; closure devices such as gates, cattle guards, fences; stream grade; alignment control; and scour protection. Civil site work includes earthwork, excavation or fill, and site prep including aggregate and concrete or asphalt placement. Site work may also include utility repair or construction including trenching, water, sewer, power, or drainage installation. LOCATION: Projects will be located on various national forests in three different zones within Region 4 (Boise NF, Payette, NF, Sawtooth NF, Humboldt-Toiyabe NF, Caribou-Targhee NF, Salmon-Challis NF, Bridger-Teton NF, Ashley NF, Dixie, NF, Fishlake NF, Manti-LaSal NF, and the Uintah-Wasatch-Cache NF). Therefore, solicitation packages will not be provided at this time. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government anticipates a solicitation to be available on beta.sam.gov (FBO) on/or about 2 March 2020; however, there is no guarantee or implication of a guarantee that this project will be solicited. NOTE: To avoid a conflict of interest, any contractor proposing as a prime may not have a subcontractor who is also proposing as a prime.
