May 11, 2021 THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The United States Department of Agriculture, Forest Service, Procurement and Property Services, Field Procurement Operations, Southwest Zone intends to issue a Request for Proposals (RFP) for a firm fixed-price contract, the replacement of all water distribution line, upgrades to the well head and hydrants throughout the water system at the Lynx Lake Recreation Area, at the Prescott National Forest Supervisor Office, 344 S Cortez Street Prescott, AZ 86303. The anticipated requirement will be issued under RFP Number 127EAX21R0011. The RFP is expected to be posted to Contract Opportunities at https://beta.sam.gov/ late May 2021. This procurement will be conducted utilizing 100% Small Business Concern competitive negotiation procedures under FAR Part 15. The Government intends to award one (1) firm fixed-price contract. SELECTION PROCESS: The proposals will be evaluated using a Lowest Price Technically Acceptable selection process. Potential offerors will be invited to submit their technical, past performance, and price information as described in the Solicitation, for review and consideration by the Government. The selection process will evaluate such factors (not necessarily in order): Past Performance, Technical which includes Management & Experience, and Price. Pro Forma information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. In accordance with FAR 36.204(f), the construction range of this project is estimated between $750,000 to $850,000. The North American Industry Classification System (NAICS) Code for this procurement is 237110 with the annual size standard of $39.5M. SITE VISIT: A site visit will be held during the solicitation period for the project. Details regarding the site visit will be issued with the solicitation. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest. Project Description: CONT030903 ENG Lynx Lake Water System Project Location: The Lynx Lake Recreation Area is located in Yavapai County, Southeast of Prescott AZ. The entrance of Lynx Lake Campground is at 34°31’03.04” N 112°23’27.50” W and to reach the site, travel east from Prescott on AZ-69 S for 4 miles before turning right onto Walker Road. Continue on Walker Road for 2.4 Miles then turn left into Lynx Lake Campground. This project will include the replacement of all water distribution line, upgrades to the well head and hydrants throughout the water system at the Lynx Lake Recreation Area. GENERAL SITE CONDITIONS, FACILITIES AND TEMPORARY CONTROLS A. The elevation of the Recreation Area is approximately 5641 feet above sea level. The construction site is in a rural mountainous setting and experiences snowfall and cold temperatures, with snow on the ground intermittently from November through March. B. In-depth soil surveys have not been performed; however, fractured granite and shale at the ground surface is evident throughout the area. Blasting of rocks will not be permitted without special permission. C. In-depth water table surveys have not been performed. The Contractor shall perform adequate dewatering to keep the excavation free from water and dispose of the water without damage to property. D. Site wide water service interruption shall be limited to a maximum of seven (7) consecutive days and shall limit interruption on weekends and Federal holidays. Construction shall be staged such that water service is maintained to the extent possible. Individual recreation site area closures shall not exceed 14 days. The Government intends to post all notices/amendments related to this solicitation on government point of entry (GPE) Contract Opportunities at https://beta.sam.gov/. All interested firms must be registered on Contract Opportunities web site in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Offerors are encouraged to check the FBO web site frequently in order to be notified of any changes to this solicitation.
