NAICS: 237310 SIZE STANDARD: $36.5M TOTAL SMALL BUSINESS SET ASIDE The Contractor shall furnish all supervision, materials, equipment and vehicles, tools, parts, labor, transportation, lodging, and miscellaneous items to crack and fog seal roads and parking areas at the Lynx Lake Recreation Area, with option items for additional pavement repairs, erosion control, and pulverizing and paving Lynx Lake North Shore road and parking area. All work shall be in accordance with the plans and specifications contained herein.

The United States Department of Agriculture, Forest Service, Region 3 Acquisition Management, Tonto National Forest, Phoenix, AZ intends to issue a Request for Proposals (RFP) for a firm fixed-price, construction contract for Lynx Lake Pavement Preservation, Lynx Lake Recreation Area, Prescott, AZ, Bradshaw Ranger District. The anticipated requirement will be issued under RFP Number 12837119R0042. The RFP is expected to be posted to Federal Business Opportunities (FBO) at www.fbo.gov on or about August 24, 2019. This procurement will be conducted utilizing 100% Small Business Concern competitive negotiation procedures under FAR Part 15. The Government intends to award one (1) firm fixed-price contract. SELECTION PROCESS: The proposals will be evaluated using a Best Value Trade-Off source selection process. Potential offerors will be invited to submit their technical, past performance, and price information as described in the Solicitation, for review and consideration by the Government. The selection process will evaluate such factors (not necessarily in order): Past Performance, Technical which includes Management & Experience, and Price. Pro Forma information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. In accordance with FAR 36.204(f), the construction magnitude of this project is estimated between $300,000.00 and $600,000.00. The North American Industry Classification System (NAICS) Code for this procurement is 237310 Highway, Street, and Bridge Construction with the annual size standard of $36.5M. SITE VISIT: A site visit will be held during the solicitation period for the project. Details regarding the site visit will be issued with the solicitation. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest. Project Description: Lynx Lake Pavement Preservation Project Location: Lynx Lake Recreation Area, Prescott, AZ, Bradshaw Ranger District Lynx Lake Pavement Preservation - Crack and fog seal roads and parking areas in the Lynx Lake Recreation Area, with option items for pavement repairs, erosion control mitigation measures, and asphaltic pavement pulverization and new paving at Lynx Lake North Shore. Based on responses received, this procurement will be conducted utilizing 100% Small Business competitive negotiation procedures. The Government intends to post all notices/amendments related to this solicitation on government point of entry (GPE) Federal Business Opportunities at www.fbo.gov. All interested firms must be registered on FBO web site in order to obtain the solicitation documents and all information regarding the solicitation.
