The United State Department of Agriculture (USDA) – Forest Service (FS) – has requirement for one (1) brand-name or equal 2020 Jayco Octane SuperLite 161 Toy-Hauler and one (1) brand-name or equal 2020 Jayco Hummingbird 17RK Camper Trailer, as required by FAR 11.404 (b) delivered FOB to the White River National Forest in Glenwood Springs, CO. The Government intends to issue a Request for Quote (RFQ) for these products. The requirement is only for new equipment, no used or refurbished equipment will be considered. The complete RFQ package will be attached and made available only through the new Contract Opportunities website at https://beta.sam.gov on or before April 20, 2020. Anyone wishing to participate in this proposed procurement must obtain their copy from https://beta.sam.gov. Copies will not be mailed from the Contracting Office. All amendments will be posted in https://beta.sam.gov. Contractors will be solely responsible for obtaining amendments from this site to update files. This is being solicited under FAR 13 – Simplified Acquisition Procedures (SAP) as authorized by FAR 13.000, and is a Small Business set-aside, with the intent to award a Firm-Fixed Price Contract. One (1) award will be made, in accordance with the acquisition procedures established in 13.106-2 (b). Evaluation of quotes/offers will be conducted in accordance with FAR 13.106-2 The Government will issue a contract as a result of this RFQ to the responsible quoter whose quote is determined to offer the “best value” to the Government considering both price and other factors listed in the RFQ. Award will be made to the single offeror whose quote/offer meet the requirements stated in the solicitation and are determined to provide the greatest overall value to the Government. TECHNICAL SPECIFICATIONS – Technical Specifications are only required if quoting equipment that is different from the brand-name 2020 Jayco Octan Super Lite 161 Toy-Hualer or 2020 Jayco Hummingbird 17RH Camper. PAST PERFORMANCE PRICE AND COST Relative Importance of Factors: Technical Specifications and Past Performance, when combined, are slightly more important than price. If all quotes are for the brand-name models identified in RFQ, the evaluation will be based on Price and Past Performance only. NOTE 2: "Notice to Offerors: Funds are presently available for this effort. The Government reserves the right to cancel, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse an offeror for any costs.
