The White River National Forest with headquarters in Glenwood Springs, Colorado has requirements for vault toilet and septic system pumping as described in the abbreviated statement of work below and in Section C of the Solicitation. The Government intends to solicit and award a single source 5 year Blanket Purchase Agreement for each of the three areas below to issue annual funded BPAs against. A single vendor may bid on one or more of each area depending upon desire and capability to do the work. - Description of Work - Contractor shall furnish toilet and septic pumping services which includes all equipment, supervision, transportation, labor, operating supplies, and incidentals necessary to pump, wash down, recharge, cleanup, disinfect, and dispose of all waste products removed from the toilets, in accordance with contract specifications and in accordance with State and Federal regulations. - 1. Aspen-Sopris Ranger District - Aspen and Maroon Bells Scenic Area - 2. Eagle Ranger District - most toilets up on the Flat Tops, northeast of Glenwood Springs - 3. Holy Cross Ranger District - Minturn area - Contracting Procedure: The Government intends to use Simplified Acquisition Procedures to solicit and award a multiple year purchase order or Blanket Purchase Agreement to meet these requirements. Selection factors for a vendor will be price and price related factors, technical capability and past performance, - Solicitation Time: In accordance with FAR Part 12.6 and FAR Part 5.5.203(c), this procurement is being ran under streamlined procedures due to the low complexity, commerciality, availability of these services and the fact that the synopsis has been out for over 30 days already. The solicitation has a reduced response time of 20 days. - Contract requirements include: 1) Active www.sam.gov registration 2) Invoice Processing Platform (www.ipp.gov) electronic invoicing 3) Service Contract Act wages for your employees (prevailing local wages) for the applicable county 4) FAR Part 12 - Commercial and FAR Part 13 - Simplified Acquisition Procedures - Set-Aside: This procurement is a total set-aside for small business.
