The White River NF has requirements for weed spraying on Hay Flats near Meeker, CO. We expect each area to need up 60 - 70 acrees of treatment using a combination of horseback and/or UTV mounted sprayers. Herbicides will be provided by the Government. We estitmate the value of each of this projects to be between $25,000 - $100,000 to include the option year for 2020. - The Forest Service intends to use simplified acquistion procedures to solicit and award one purchase order to satisfy these requirements. Due to the urgency of the requirement, our experience in getting quick bids on these commercial projects and the ready availability of known vendors, we anticipate usiing streamlined procedures in accordance with FAR Part 12.6 and a reduced solititation period in accordance with FAR 5.203. - Basic Contract Requirements: 1. Active Registration - www.sam.gov 2. Invoicing and Payment - www.ipp.gov 3. FAR Part 12 - Commercial Item 4. FAR Part 13 - Simplified Acquisition Procedures 5. Service Contract Labor Standards for Rio Blanco, County 6. Total Small Business Set Aside for NAICS 115310 with a size standard 0f $7.5M 7. Award Basis - LPTA with a check of your past performance and ability/experience to do this work. Note: To be technically acceptable, you will need to demonstrate in an attached capability narrative/description that you have a Colorado Applicator's License, knowledge/experience of the weeds in the SOW, and the the necessary personnel/equipment/stock to do this work. Questions and Answers:Question (Added Amendment 1) Question 1: Can closed forest roads would be made available to ATV travel for this contract? Answer: Yes, unless they are have been decommissioned with slash piles, seeding, etc. Question 2: How much of this area is open for ATV travel and spraying? Answer: We estimate 65% motorized / 35% horseback. Question 3: Confirm you won't allow ATVs off trail or roads for spraying? Answer: Correct. We have had a huge increase in illegal off-trail ATV usage and don't want to encourage more by leaving more tracks. You will need to use a hose and reel for this or your horse.
