The White River NF has requirements for weed spraying in and around areas affected by last year's large Type 2 wildfires near Basalt, CO (Lake Christine Fire) and Buford, CO (Cabin Lake Fire) starting in late May 2019. We expect each area to need up to 200 acres of treatment using a combination of horseback and UTV mounted sprayers. Herbicides will be provided by the Government. Invasive plant species aggressively move in and take over these burned areas without quick action to spray and eradicate them. The projects are fully funded with Burned Area Emergency Response (BAER) money. We estimate the value of each of these projects to be $25,000 - $100,000. - The Forest Service intends to use simplified acquisition procedures to solicit and award one or two purchase orders from this one solicitation to satisfy these requirements. Due to the urgency of the requirement, our experience in getting quick bids on these commercial projects and the ready availability of known vendors, we anticipate using streamlined procedures in accordance with FAR Part 12.6 and a reduced solicitation period in accordance with FAR 5.203. - Basic Contract Requirements: - 1. Service Contract Act Wages for the project areas (Pitkin, Eagle, Rio Blanco Counties) 6. Total Small Business Set-Aside for NAICS 115310 with a size standard of $7.5M 7. Award Basis - Low Price Technically Acceptable with a check of your past performance, qualifications, references and equipment/stock to perform this exact work. 8. To be technically acceptable for this contract, you must have a Colorado Herbicide Applictor's license, knowledge and experience of the particular weeds in the SOW, experience in spraying weeds in rough, steep, high altitude terrain on horseback along with all the equipment, personnel, and stock necessary to perform this work. - Instructions to Offerors: - 1.
