The Contractor shall operate the Wastewater Treatment System and the Water Treatment Facility in accordance with guidelines and regulations established by the Environmental Protection Agency and the Washington Department for Environmental Protection. This involves monitoring the system through physical, chemical, and biological sampling and testing, interpreting the test results, and making required adjustments in the operations of the systems. The wastewater treatment plant is a Large on-site sewer system with aeration lagoons. The design capacity of the plant is 18,000 GPD. There is a manual bar screen at the head works. The Water Treatment Facility is a chorine injection system that is located inside the pumphouse, Contractor is required to test the Chorine in the stem daily in accordance with Washington State DOH regulations. Operator shall attend annual State inspections and shall assist with replying to questions or correspondence from the State, as the need may arise. Strengths of solutions will be provided during Operator’s first week of operation of plant. Changes in solution strengths or chemical pump settings shall be made at Operator’s discretion. All changes, if required, shall be documented in the logbook. Wastewater Treatment Plant Maintenance of the WWTP Plant/Laboratory and grounds. Clean the laboratory building weekly check all areas inside the fence on a daily basis for trash and debris that need to be disposed of. Special attention areas will be the waste can under the influent Bar screen for overflow and disposal in which the COR/POC will arrange to be picked up by the Government and taken to the dumpster as needed upon the request of the Contractor/Operator. Pumps in the WWTP will need to be checked so that they are free of debris and no float switches are tangled with waste. These duties should be checked on a daily basis. If items are omitted due to heavy rains, breakdowns, or any other reason, enter the reason on the maintenance checklist. If for any reason a part of this plant is not operating properly, the COR/POC shall be notified immediately. The Government shall have the solids pumped from the Septic holding tank on an as needed basis. The plant Operator must notify the COR/POC 24 hours prior to need of pumping. The Contractor/Operator will notify the COR/POC at least two (2) weeks prior to needing supplies. Wastewater System Maintenance Checklist Monthly Operating Report Daily Flow Readings Chain of Custody from Lab Lab Reports and Bench Sheets These reports are to be complete, legible and accurate originals. No correction fluid or correction tape is allowed; corrections shall be made by making a single line through incorrect information and writing the correct information above it. The work copies of these reports are to be kept current at all times. Tests results should be recorded as soon as possible – immediately for daily tests and within seven (7) days after receipt of lab results. All reports and reporting frequencies are minimums to meet Government, and Washington Department for Environmental Protection requirements. The monthly operating reports (MORs) are to be turned into the COR/POC by the 3rd day of each month or the first work day if a weekend or holiday falls on the 3rd day of the month. Failure to provide monthly reports by the 5th of each month to the COR/POC or errors on the reports, shall constitute unacceptable performance under the contract. Logbooks (wastewater) shall be maintained to record any actions not covered on the required forms. The logbooks should also include a note as to action taken to correct any malfunction of items listed. A daily logbook entry must contain at least the following: Date, time work began, time work completed, day of week, weather conditions, and initials of person making entry. Wastewater Sampling and Testing Every month, the Contractor/Operator shall ensure Anatek Laboratories sampling is completed for the monthly required tests. Required samples shall be shipped to Anatet Laboratories once each month /or as required to validate plant operation. On the wastewater MOR, note the beginning and ending times for each test performed in the field and initial as the one performing the test. Field tests include total chlorine, dissolved oxygen, pH, and settleable solids. The Contractor will be given a yearly test schedule when they receive it from the State of Washington and the Contractor will be given any unscheduled test requirements as they are sent to the Center by the state. The results of these tests shall be submitted to the Washington State DOH, with copies of the actual lab reports. Samples must be taken and tests performed in accordance with Standard Methods for the Examination of Water and Wastewater, 22nd edition, or approved equal. Samples on which an outside laboratory performs the above tests will be conducted between 7:00 a.m. and 4:00 p.m., Monday through Friday, unless other arrangements are made with the lab. Sample on a weekday, excluding holidays, and as close to the beginning of each month as possible. The Government will pay all lab fees for testing. Repairs The Contractor shall perform minor repairs such as changing drive belts, replacing O-rings, replacing fuses, resetting monitoring equipment, or repairing leaks in tubing. Materials and supplies for minor repairs shall be furnished by the Government, see Section 3.7. The COR/POC shall be notified of any major repair needs (to be performed by the Government) such as replacing pumps, motors, electrical components, water treatment system malfunction of the train controls, or leaks observed at any point in the treatment, distribution, or collection systems. Contractor may aid in the replacement if available and capable. Emergency Repairs/Trouble Shooting The contract includes the option to add a separately priced line item with a Not-to-Exceed Amount (50 Hours) that will be determined by the Government to cover potential emergency services and/or other services required outside the normal operation of waste water treatment plants. Some of the work may include trouble shooting, repairs, meeting with engineers and other personnel related to safe operation and function of the waste water treatment plant outside of normal working hours. Any work under this Task shall be coordinated with the COR/POC and Contracting Officer (CO) prior to any work being performed by the Contractor. The Contractor assumes all risk if any services are performed without prior written authorization from CO. 3.9.5 Water Treatment Facility The Water Treatment Facility is a chorine injection system that is located inside the pumphouse, Contractor is required to test the Chorine in the stem daily in accordance with Washington State DOH regulations. If there is no SWSMP, Contractor may be required to construct and submit the SWSMP to D.O.H. for state approval when completed.
