Responses to RFI questions will only be posted on sam.gov. To ensure a response, questions must be submitted by 4:00 PM Aug 11, 2024. Questions submitted after Aug 11th until proposals are due may not receive a response. THIS IS AN INFORMATIONAL NOTICE ONLY The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Plains Area Acquisition Office has a requirement to demolish an existing barn and construct a Stanchion barn in Kerrville, TX. The Contractor shall provide all plant, labor, equipment, materials, and transportation and performing all required work in accordance with the plans and specifications for the barn. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is between $1,000,000 - $5,000,000. Draft copies of drawings and specifications have been added to this pre-solicitation. Please note, the full scope of the A&E specification book will not be required in the base bid. USDA does not anticipate there being funding for everything incorporated by the A&E firm in the specification book. There will be several option CLINs to address items pulled from the base. Due to potential confusion with the 1139 page spec book, a mandatory site visit will be required and attendance will be an evaluation factor. USDA will issue a Firm Fixed Price construction contract. USDA is anticipating this being 100% set-aside for Small Business. The Request for Proposal (RFP), 12805B24R0035, may be issued on or around June 15, 2024. The NAICS Code shall be 236220 Commercial and Institutional Building Construction with a size standard of $45M. Completion timeframe for the resulting contract is to be determined. The RFP will be accessible via sam.gov in the “Contracting Opportunities” section. Potential Offerors are responsible for monitoring this site for release of the RFP package and any amendments. All offerors shall be registered with the System for Award Management Registration per FAR Clause 52.204-7 and FAR Provision 52.204-8. No paper copies of the solicitation will be mailed and telephone requests will not be honored.
