Notice of Intent to award a sole source purchase order under FAR 13.106-1(b)(1). The United States Department of Agriculture intends to contract with Livestock Nutrition Center LLC on a sole source basis for Cattle Rations to support an ongoing ARS project. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and other information that demonstrates their ability to meet the Governments needs no later than response time provided. Detailed capability statements must be submitted to attached POC. This synopsis is not considered a request for a bid/quote/proposal. No solicitation document is available. Phone communication will not be accepted and requests for further technical information will not be honored. Respondents are also advised that the Government is under no obligation to acknowledge receipt of the information or provide feedback about any of the information received. No contract will be awarded on a basis of information received in response to this notice. Information received will be used to determine if a comparable source is available and more advantageous to the Government.

Updated: 3.2 The USDA-ARS has a need for Cattle Rations: 3.2.1 A total mixed ration that contains a roughage pellet. 3.2.2 The roughage pellet must be composed of 30.8 MEm Mcal/CWT, 4.4 NEg Mcal/CWT, 39.6 % TDN, 6.16% crude protein, 30.80% crude fiber, 88% roughage, and 1.23% calcium. 3.2.3 The total mixed ration with the roughage pellet included must be composed of (on as fed basis) 76 NEm Mcal/CWT, 50 NEg Mcal/CWT, 72% TDN, 12% crude protein, 3% crude fat, 14% crude fiber, 10% roughage and a calcium: phosphorus ratio of 2.0 - 2.1, 0.30% salt, 0.25% sulfur, 0.21% magnesium, 18 ppm copper, 67 ppm zinc, 41 ppm manganese, 1440 IU/lb vitamin A, 8 IU/lb vitamin E, and 10 mg/lb rumensin. 3.2.4 116 tons of rations delivered at a rate of approximately 21 tons per month. 13JUN24 Initial Posting 1. Purpose: The purpose of this Sources Sought Notice is to conduct market research to determine, in particular; the capability of sam.gov registered Small Business entities to provide the commercial supply described below. ARS will accept responses from ALL socioeconomic categories in order to gain a more complete understanding of the market for these supplies. 3. Requirement Description: 3.1. In order to protect the integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. 6.4. Any subsequent procurement is expected to be conducted as a commercial service purchase in accordance with FAR Part 12 and as a Simplified Acquisition Procedure in accordance with FAR Part 13. 6.5.
