This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12805B25Q0004 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-07. This solicitation is set aside for small business. The applicable NAICS Code for this procurement is 481219, Other Nonscheduled Air Transportation with a business size of $25 Million. The USDA, Agricultural Research Service, Plains Area has a need to purchase Helicopter Service for White Tail Deer and Nilgai Capture, Texas. The Government intends to award a firm fixed price purchase order. The requirements are in further detail in the attached Requirements Documents. Attachment 01 Statement of Work Attachment 02 Wage Determination PERIOD OF PERFORMANCE: The period of performance requires all work to be completed between January 2025 and March 2025, as specified in the Statement of Work. PERFORMANCE ADDRESS: PA USDA-ARS 22675 North Moorfield Road, Building 6419 Edinburg, Texas 78541 (Animal captures to occur within Hidalgo and Cameron counties, Texas, as coordinated with Government team) FAR 52.212-1, Instructions to Offerors-Commercial, is applicable to this acquisition. An addendum will be included in the Combined Synopsis/Solicitation. FAR 52.212-2, Evaluation of Offerors, is applicable to this acquisition. The Government will select the Lowest Priced Technically Acceptable quote. In order to be considered for award, Offerors shall respond by addressing all of the requirements in the Request for Quotation (RFQ).
