This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12805B23Q0191 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-01. The associated NAICS code is 332410 Power Boiler and Heat Exchanger Manufacturing, with a business size standard of 750 employees and the PSC code is 4410. The USDA, Agricultural Research Service, Plains Area, National Bio and Agro-Defense Facility (NBAF) has a need to purchase Effluent Decontamination System (EDS) Spare parts for the EDS steam system. The Government intends to award firm fixed price purchase order. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote meets the lowest price technically acceptable evaluation methodology.
