Description This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR subpart 12.06 and 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12805B22Q0126 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2021-06. The associated NAICS Code is 115112 and the Small Business Size Standard is $8 million. Description of Work: The USDA ARS has a requirement for Pilot and Aircraft Services Cloud Seeding for Rain Enhancement in West Texas. The contractor (aerial applicator) shall fly a personally-supplied turbine agricultural aircraft capable of carrying 500 gallons of water outfitted with the USDA-patented aerial electrostatic spraying system under convective continental cumulus clouds in West Texas (Trans-Pecos area) to seed such clouds for rain enhancement. Period of Performance: 1 May 2022 to 30 September 2022 DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall respond by: 1) Providing all associated documents identified in the solicitation. The USDA ARS has a requirement for Pilot and Aircraft Services Cloud Seeding for Rain Enhancement in West Texas. Scope of Work The contractor (aerial applicator) shall fly a personally-supplied turbine agricultural aircraft capable of carrying 500 gallons of water outfitted with the USDA-patented aerial electrostatic spraying system under convective continental cumulus clouds in West Texas (Trans-Pecos area) to seed such clouds for rain enhancement. The pilot will be trained in cloud seeding by the Texas Weather Modification Association. Flights will occur in VFR conditions beneath cloud bases which may range in altitude from 2,000 to 12,000 feet. Payloads of 300 to 400 gallons of water will be used for each mission in order to seed 3 to 4 clouds. Flights will be approximately two hours in duration. One to two flights per operational day are expected based on weather conditions. Services are based on 40 hours of aircraft engine time. The specific work requirements are as follows: Since the operations will be conducted in West Texas, the aircraft must be based within 50 miles of Fort Stockton, Texas. Since the cloud seeding system season in Texas is between May and September, the pilot and aircraft must be available for at least three months during that time period. During those three months, the pilot and aircraft must be available as requested by the project meteorologist. Normally, at least two days advance notice will be given. The aerial applicator must provide their own aviation insurance and fuel. Qualifications The pilot must have: A minimum of 2000 flight hours in turbine-powered agricultural aircraft. At least two years experience operating an electrostatic spray application system. Valid commercial pilot license. Valid Aerial Applicators license (FAA CFR Part 137). Current FAA medical certificate second class.
