Notice of Intent to award a sole source purchase order under FAR 13.106-1(b)(1). The United States Department of Agriculture intends to contract with Colorado State University on a sole source basis for Yardage and Feed for 40 head of cattle involved in the Grand Challenge. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Governments needs no later than response time provided. Detailed capabilities must be submitted to attached POC. This synopsis is not considered a request for bid/quote/proposal. No solicitation document is available and telephone requests for technical information will not be honored. No contract will be awarded on a basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government.

This is a Sources Sought Notice ONLY. The USDA-ARS currently intends to award a contract for Yardage and Feed for 40 head of cattle involved in the Grand Challenge on a SOLE SOURCE basis due to continuity of research, but is seeking vendors that may be able to provide the same services. In order to facilitate fair and accurate comparison animals from CSU and those that are owned by USMARC and/or UNL, the animals need to be evaluated at the same location which will be at the Colorado State University Feedlot located at the CSU Agricultural Research and Development and Education Center, Fort Collins, CO. The proposed sole source firm fixed price contract will be to Colorado State University. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the USDA to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. In response to this sources sought, please provide: 1. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solution solutions. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 2.
