THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS This notice is for informational purposes only and is not to be construed as a commitment by the Government. This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items and FAR part 13 Simplified Acquisition Procedures. No solicitation will be issued. All responsible sources who believe they can provide the services listed may submit, in writing to the identified point of contact, a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 3 days of this notice. No telephone calls are being accepted. The USDA, ARS, Sugarbeet and Potato Research Lab, 1616 Albrecht Blvd., North, Fargo, ND 58102, has a requirement for Potato Hormone Profiling Service and intends to award a firm fixed priced contract to the National Research Council of Canada, 1200 Montreal Road, Ottawa, Ontario K1A 0R6 Canada. The unique requirements are: Comprehensive phytohormone analysis for 56 samples, quantifying ABA and ABA metabolites (cis-abscisic acid ABA, abscisic acid glucose ester ABAGE, dihydrophaseic acid DPA, phaseic acid PA, 7'-hydroxy-abscisic acid 7'OHABA, neo-phaseic acid neo-PA, trans-abscisic acid t-ABA) as well as auxins (indole-3-acetic acid IAA, indole-3-butyric acid IBA, indole-3-acetic acid aspartate IAA-Asp, indole-3-acetic acid glutamate IAAGlu, N-(Indole-3-yl-acetyl)-alanine IAA-Ala, N-(Indole-3-yl-acetyl)-leucine IAA-Leu), cytokinins (cis and trans zeatin Z, cis and trans zeatin riboside ZR, cis and trans zeatin-O-glucoside ZOG, dihydrozeatin dhZ, dihydrozeatin riboside dhZR, isopentenyl adenine iP, isopentenyl adenosine iPR) and gibberellins (GA1, 3, 4, 7, 8, 9, 19, 20, 24, 29, 34, 44, 51 and 53). The NAICS Code for the expected acquisition is 541990, with a Size Standard of $16.5 million. Any subsequent procurement will be conducted as a commercial item service purchase in accordance with both 41 U.S.C. 253(c)(1) and FAR 13.106-1 (b)(1)(i)

The proposed sole source firm fixed price contract will be to the National Research Council of Canada. This notice does not commit the USDA to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. In response to this sources sought, please provide: 1. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solution solutions. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 2.
