The United States Department of Agriculture intends to contract with SEAL Analytical Inc., on a sole source basis for Technical Support and Service for SEAL AQ2 Discrete Analyzer. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Governments needs no later than response time provided. Detailed capabilities must be submitted to attached POC. This synopsis is not considered a request for bid/quote/proposal. No solicitation document is available and telephone requests for technical information will not be honored. No contract will be awarded on a basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government.

Responses to this Notice must be in writing. The purpose of this Sources Sought Notice is to conduct market research to determine, in particular, the capability of Small Business firms to provide the supplies/services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name; (b) address; (c) point of contact; (d) email address; (e ) DUNS Number; (f) Cage Code; (g) socioeconomic category (i.e., small business, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, etc.); (h) a technical/capability statement and; (i) any GSA Schedule numbers. ARS will accept responses from ALL socioeconomic categories in order to gain a more complete understanding of the market for these services. The USDA, ARS, Conservation and Production Research Laboratory located in Bushland TX has a need for Technical Support and Service for AQ2 Discrete Analyzer. The requirement is for a Technical Support and Service Contract for a SEAL Analytical AQ2 Discrete Analyzer. Base year plus four option years. The support and service contract will meet the following requirements: • All work must be Seal Analytical factory trained and certified, and not void any implied or expressed instrument warranties. • Must supply and utilize only OEM parts and supplies. • Includes at a minimum, one all expenses included annual preventative maintenance visit. • Includes one, 1?day all expenses included, emergency on?site visit per year. If emergency visit cannot occur, a loaner unit will be provided while off-site service occurs. • Includes OEM software upgrades and patches as they are rolled?out by SEAL Analytical. • Includes telephone and e?mail customer support. • Includes updated methods revisions and consultations as needed by CPRL. The NAICS Code for the expected acquisition is 334516. Any subsequent procurement will be conducted as a commercial item purchase in accordance with FAR Part 12 and as a Simplified Acquisition Procedure in accordance with FAR Part 13.
