This is a notification of an intent to award a single source procurement under NAICS code 333111. The Department of Agriculture, Agricultural Research Service at the USDA/ARS location in Clay Center, NE will solicit and award a purchase order to provide Smart Feed Pro Units made by C-Lock, Inc. The Government believes that only one responsible source can provide this requirement. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to James Porter at james.porter@usda.gov by 9/17/2021 at 4 PM Central Time. Any information received will be treated as market research information towards future similar or same requirements. Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposals. A determination to compete this action based on the responses received is in the sole discretion of the Government. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12805B21Q0397 and is issued as a request for quotations (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2021-05. The associated NAICS Code is 541620. Size is $16.5. THIS IS A TOTAL SMALL BUSINESS SET ASIDE. The Agricultural Research Services Division of the USDA located in Clay Center, NE is interested in purchasing C-Lock Smart Feed Pro items or equivalent listed below: Two - Smart Feed Pro small sized bins; Four - Smart Feed Pro small stainless steel bins; Two - AC/DC power converters; and One - one year service agreement. The delivery address is: USDA, ARS, PA, U.S. Meat Animal Research Center State Spur 18D Clay Center, NE 68933 DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award,Offerors must respond by: 1) Providing a quote on company letterhead (including DUNSNumber) addressing all of the requirements of the RFQ, clearly noting the specifications. Also fill out the SF - 1449 and return. 2) Have an Active SAM.gov registration and complete the Representations in FAR52.204-54; the Representation and Certification section should also becompleted electronically in the System for Award Management (SAM) at www.sam.gov. The Government has the discretion to accept other than the lowest priced quote that provides additional benefits.
