The United States Department of Agriculture intends to contract with Thermo Electron North America, LLC, on a sole source basis for upgrades to an existing Thermo-Scientific Trace 1310 Gas Chromatograph for the supply, delivery, installation, and training of one (1) Autosampler, Split/Splitless (SSL) Injector, Flame Ionization Detector (FID), mounting hardware, and necessary parts & accessories to allow for duplicated/parallel sample injections and analysis Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Governments needs no later than response time provided. Detailed capabilities must be submitted to attached POC. This synopsis is not considered a request for bid/quote/proposal. No solicitation document is available and telephone requests for technical information will not be honored. No contract will be awarded on a basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government.

This is NOT a solicitation for proposals or quotes and does not obligate the Government to award a contract. This notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government, nor is it a Request for Proposal (RFQ) at this time. Responses to this Notice must be in writing. The purpose of this Sources Sought Notice is to conduct market research to determine, in particular, the capability of Small Business firms to provide the supplies/services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name; (b) address; (c) point of contact; (d) phone, fax and email; (e ) DUNS Number; (f) Cage Code; (g) socioeconomic category (i.e., small business, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, etc.); (h) a technical/capability statement as well as your existing customers (i) any GSA Schedule numbers and expiration dates and (j) if you accept credit cards. ARS will accept responses from ALL socioeconomic categories in order to gain a more complete understanding of the market for these supplies. The USDA, ARS, Sunflower and Plant Biology Research Unit, 1616 Albrecht Blvd North Fargo, ND 58102 has a requirement for upgrades to an existing Thermo-Scientific Trace 1310 Gas Chromatograph. Specifically, the requirement is for the supply, delivery, installation, and training of one (1) Autosampler, Split/Splitless (SSL) Injector, Flame Ionization Detector (FID), mounting hardware, and necessary parts & accessories to allow for duplicated/parallel sample injections and analysis on an existing Thermo Scientific Trace 1310 Gas Chromatograph. This instrument upgrade would allow for duplicate and/or parallel sample injections and analysis to greatly increase the efficiency of the system. Thermo is the sole manufacturer and vendor of these components that will fully integrate with our Thermo Scientific Trace 1310 Gas Chromatograph instrument. The NAICS Code for the expected acquisition is 334516, with a Size Standard of 1,000 employees. Any subsequent procurement will be conducted as a commercial item purchase in accordance with FAR Part 12 and as a Simplified Acquisition Procedure in accordance with FAR Part 13.
