Notice of Intent to award a sole source purchase order under FAR 13.106-1(b)(1). The United States Department of Agriculture intends to contract with Biotage, LLC, on a sole source basis for a TurboVap II nitrogen evaporation system. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Governments needs no later than response time provided. Detailed capabilities must be submitted to attached POC. This synopsis is not considered a request for bid/quote/proposal. No solicitation document is available and telephone requests for technical information will not be honored. No contract will be awarded on a basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government.

This is NOT a solicitation for proposals or quotes and does not obligate the Government to award a contract. This notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government, nor is it a Request for Proposal (RFQ) at this time. Responses to this Notice must be in writing. The purpose of this Sources Sought Notice is to conduct market research to determine, in particular, the capability of Small Business firms to provide the supplies/services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name; (b) address; (c) point of contact; (d) phone, fax and email; (e ) DUNS Number; (f) Cage Code; (g) socioeconomic category (i.e., small business, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, etc.); (h) a technical/capability statement as well as your existing customers (i) any GSA Schedule numbers and expiration dates and (j) if you accept credit cards. ARS will accept responses from ALL socioeconomic categories in order to gain a more complete understanding of the market for these supplies. The USDA, ARS, Animal Metabolism-Agricultural Chemicals Research Unit, 1616 Albrecht Blvd North Fargo, ND 58102 has a requirement for a nitrogen evaporation system to remove organic solvents obtained from tissues during sample processing and extraction. The instrument must meet the following specifications: • Accommodate multiple 200mL Biotage Turbovap II evaporation tubes with 0.5mL end-point markings. • Contain independent vial gas control capability. • Operate unattended using end-point sensors and an automatic stop function. • Operate outside of a fume hood, with proper venting. • Be compatible with multiple rack types to accommodate multiple vial sizes. • Evaporate solvents using an inert gas such as nitrogen. • Be compatible with a variety of solvents including, but not limited to, dichloromethane, hexane, and toluene. • Accommodate water bath temperature ranges or to operate at fixed temperatures of at least 50 degrees Celsius. The Research Unit currently uses the Biotage Turbovap solvent evaporator in the analysis of dioxins and dioxin-like compounds in the US meat supply. Replacement solvent evaporators must be capable of meeting or exceeding performance specifications of existing instruments so that contemporary results are directly comparable to historical results. The NAICS Code for the expected acquisition is 334516, with a Size Standard of 1,000 employees. Any subsequent procurement will be conducted as a commercial item purchase in accordance with FAR Part 12 and as a Simplified Acquisition Procedure in accordance with FAR Part 13.
