Notice of Intent to Award a Sole Source Contract under FAR 13.106-1(b)(1). The United States Department of Agriculture intends to award a purchase order to KPM Analytics for a SD-Matic Device to measure starch damage in flour. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Government's needs no later than the response time provided. Detailed capabilities must be submitted to the attached POC. This synopsis is not considered a request for bid/quote/proposal. No solicitation document is available and telephone requests for technical information will not be honored. No contract will be awarded on a basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government.

The purpose of this Sources Sought Notice is to conduct market research to determine, in particular, the capability of firms to provide the product described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary experience to contact; (d) phone, fax and email; (e ) DUNS Number; (f) Cage Code; (g)socioeconomic category (i.e., small business, Service Disabled Veteran OwnedSmall Business, Veteran Owned Small Business, etc.); (h) a technical/capability statement as well as your existing customers (i) any GSA Schedule numbers and expiration dates and (j) if your company has an active registration in SAM.GOV. The USDA/ARS will accept responses from ALL socioeconomic categories in order to gain amore complete understanding of the market for these services. Any subsequent procurement will be conducted as a commercial product in accordance with FAR Part 12 and as a Simplified Acquisition Procedure inaccordance with FAR Part 13.
