In the Performance Work Statement (PWS), it is mentioned that the instrument is a Sciex 5500 QTRAP and Sciex 6500 QTRAP but the title is Sciex 5500 and 6500 . Can you please confirm if both instruments are Sciex API 5500 and API 6500 or are they Sciex 5500 QTRAP and Sciex 6500 QTRAP? A1. Both instruments are QTRAP instruments Q2. Does this solicitation include PM and unlimited repairs? Or is it a PM only contract? A2. This contract is PM+ Repairs (2 PM per year, parts, 24-48 hour turn around for onsite repair, travel included, Shipping charges and phone support included) Q3. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12805B21Q0301 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2021-05. The associated NAICS Code is 811219 and the Small Business Size Standard is $22,000,000. The USDA-ARS-PA Grand Forks Human Nutrition Research Unit has a requirement for a Preventative Maintenance AB Sciex Service Contract (Base + 4 Options Years) for two instruments: 1) AB Sciex 5500 (Acquired 2013, SN: AU210481301, Asset ID: A60003270747); and 2) AB Sciex 6500+ LCMS (Acquired 2018, SN: DY20571808, Asset ID: PP0000036851). Instruments have been under a preventative maintenance contract since expiry of their first-year warranties. The Government intends to award a firm fixed price purchase order. The requirements are further detailed in the attached Requirements Document. Document shall provide detailed pricing breakout of all costs in accordance with the CLIN structure and items requested, including all costs, labor, equipment, supplies for the base year and each option year. This will be utilized for a price realism analysis to ensure the offered amount can physically be executed in the time proposed and supplies required; and Offeror shall provide the completed Attachment 2 -Pricing Schedule with unit pricing. 2) Have an Active SAM.gov registration and complete the Representations in FAR 52.204-24; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov. Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (beta.sam.gov). The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance, and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote represents the best as a whole. The Government has the discretion to accept other than the lowest priced quote that provides additional benefits.
