The United States Department of Agriculture intends to contract with Phenotype Screening Corporation, on a sole source basis for Predicting Disease Modeling, windsock spore collectors, sequencing/fungal ID report. This will be for one (1) base year and four (4) option year periods. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Governments needs no later than response time provided. Detailed capabilities must be submitted to attached POC. This synopsis is not considered a request for bid/quote/proposal. No solicitation document is available and telephone requests for technical information will not be honored. No contract will be awarded on a basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government.

The purpose of this Sources Sought Notice is to conduct market research to determine, in particular, the capability of Small or Large Business firms to provide the supplies/services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary experience to compete for this acquisition. ARS will accept responses from ALL socioeconomic categories in order to gain a more complete understanding of the market for these supplies/services. The USDA, ARS, Lubbock, TX location has a need for Predictive Disease Modeling for Target Spot, Areolate Mildew, and Fusarium Wilt in Cotton. The requirement is to supply spore traps and associated hardware for field collection of spores and sequence data for seasonal field samples identified by ARS per specifications below for a Base + 4 Option year period. Project will screen production cotton fields for the presence of pathogenic fungi, collect climate data, score fields for disease incidence and damage, quantify yield and quality impacts of disease, measure crop growth and development using photogrammetry, sequencing fungal isolates and integrate all data into climate-driven models to test disease predictability.
