This is a combined synopsis/solicitation for commercial item with commercial services prepared in accordance with the format in FAR subpart 12.06, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12805B21Q0252 and is issued as a request for quotations (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2021-05. The associated NAICS Code is 811219 and the Size Standard is $22.0 Mil. The USDA-ARS in Fargo, ND has a requirement for an annual service contract for a Tecan Fluent 780a SN1910004468. THIS IS A BASE YEAR PLUS FOUR OPTION YEAR CONTRACT. The Government intends to award a firm fixed price purchase order. The requirements are further detailed in the Attachments Section. The DELIVERY ADDRESS is: USDA, ARS, Cereal Crops Research Unit 1616 Albrecht Blvd. North Fargo, ND 58102 DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall respond by: 1) Providing a quote on company letterhead (including DUNS Number) addressing all of the requirements of the RFQ, clearly noting the requirements in the attached Performance Work Statement. Also fill out page one of the attached SF1449 and Price Schedule and return. 2) Have an Active SAM.gov registration and complete the Representations in FAR 52.204-54; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov. Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (beta.sam.gov). FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document. Additionally, other contract requirements and terms/conditions can be located in the same document. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote represents the best as a whole. The Government has the discretion to accept other than the lowest priced quote that provides additional benefits. All sources wishing to quote shall furnish a quotation by 4:00 p.m. Central Time, on or before June 7, 2021. Quotations are to be sent via email to Joseph Covarrubio at joseph.covarrubio@usda.gov . The USDA-ARS currently intends to award a contract for an Annual Service Agreement for a Tecan Fluent 780a SN1910004468 Laboratory Instrument at Fargo, ND as a SOLE SOURCE, but is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the USDA highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. The proposed sole source firm fixed price contract to Tecan, Inc. is for one base year and four option years. This service and maintenance agreement is a comprehensive coverage agreement and covers full coverage of parts, labor and travel; Reagent replacement upon hardware failures; one preventative maintenance visit; Remote technical support; two business day average on-site response; hardware/software updates; on-site applications support; Discounts on advanced training. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the USDA to contract for any supply or service.
