GENERAL INFORMATION Background and Purpose The UPS System located at the Agricultural Research Services Division of the USDA at Manhattan, KS is manufactured by Schneider Electric. It is recommended that the units be serviced every year and batteries replaced every four years. Capacitors should be replaced every 7 to 8 years, the life expectancy varying mostly upon load and environmental conditions. It is also recommended that cooling fans be replaced with the capacitors. If the capacitors are not replaced and let run until failure, catastrophic damage to the equipment could occur. Therefore, a planned annual agreement to service the unit is needed to optimize the uninterrupted power source for Building #1. It will provide dependability, sustainability, and uninterrupted electrical service. This service will be a 1-year base with four option years. The basic year will be full replacement of batteries, capacitors and fans plus cleaning, lubricating, and performing continuity, and infrared heat scan checks. . The first-year option requirement will be the disconnecting bus bar links cleaning, checking connections, and performing continuity, and infrared heat scanner checks. The second-year option requirement will be the disconnecting bus bar links, cleaning, checking connections, and performing continuity, and infrared heat scanner checks. The third-year option requirement will be the disconnecting bus bar links cleaning, checking connections and performing continuity and infrared heat scanner checks The fourth option year including the requirements of the previous option years plus replacement of batteries. CONTRACTOR REQUIREMENTS 2.0 Technical Requirements With this planned annual year service agreement, contractor will help us achieve the following objectives: Every service, repair will become performed during the month of August. They will be during normal business hours of 0800 am to 0300 pm. Monday through Friday. The service will be coordinated with the Facility Manager. The first-year service will include everything all services noted in Section 1 above plus the replacement of AC/DC Capacitors, cooling fan assemblies, and 36 batteries. All services will have a comprehensive and operational inspection, this will consist of routine checks of the equipment inspecting for common issues caused by normal wear and tear on the UPS. Routine maintenance, such as lubrication, cleaning, removing corrosion, tightening connections, and continuity checks of bus bar links will be performed every year. The last option year service includes all requirements as every option plus the replacement of 36 batteries. A Communication plan will be provided to the Facility Manager with main contractor contact information. No work will be performed outside of the agreement scope without prior approval. 3.0 Reporting Requirements: The contractor will be required to provide an Inspection and cleaning report for every service that they have performed. This will include general comments of every inspected item with (Pass or Fail) with pictures of components that will identify areas of interest whether pass or fail. 4.0 Government Provided: Operations and Storage Areas: water, gas, and electricity are available on the site. 5.0 Travel: Travel and reasonable accommodations will be arranged by the contractor’s and any pricing of expenses will be included in the bidding of the contract. There will be no additional cost for travel or lodging to the Government after the contract has been awarded. 6.0 Contractor’s Key Personnel: Contractors key positions and personal will be determined at first onsite meeting. 7.0 Accident Prevention Plan/Site specific Plan Contractor shall submit a "site specific" Safety Plan to the Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are always to be under the control of the Contractor. Equipment, supplies, tools, and chemical products found not to be under the control of the Contractor or sub-contractor may be confiscated and delivered to the Contracting Officer. 8.0 Security and COVID 19 Requirements: 1. Request copy of relevant safety plans. Contractor will be required to hold at least weekly safety meetings. Contractor and his employees will be required to follow all requirements of 29 CFR 1926 OSHA Standards for the Construction Industry. All relevant PPE as dictated by the hazards present must be worn by the contractor and all employees working on the job site. Location Monitor will walk the site with an eye to safety. Possible Hazards of this Contract are: Loading overhead lifting working in, around heavy equipment hauling excess materials, and removing rubbish and debris. All workers will abide with CDC and USDA’s guidelines for protecting yourself and others in a working environment. Avoid close contact with others follow the 6ft distancing rules as much as possible. Cover your mouth and nose with a cloth face covering in common areas and when working in close contact with others Wash your hands often; when in common areas, using the rest rooms, before and after eating, blowing you nose coughing or sneezing Clean and disinfect common usage items and areas at the end of every day. This includes tables, doorknobs, light switches, countertops, handles, desks, phones, keyboards, toilets, faucets, and sinks. Monitor your health Watch for fevers, coughs, shortness of breath, or other symptoms of COVID-19. Report any health issues immediately. All contractors will report to the front office and will be screened for illness and citizenship or current work visa. They will be issued a contractor’s identification card once proper credentials have been validated. This is a total small business set-aside.
