Performance Work Statement: Service for Pest and Rodent Control at CPRL, Bushland TX General Information: 1. Background and Purpose: The USDA, Agricultural Research Service (USDA-ARS) requires the basic need for pest and rodent control with routine service for a monthly fee on a service contract located at the Conservation and Production Research Laboratory (CPRL), 2300 Experiment Station Road, Bushland, Texas 79012. The Solicited contract will cover monthly preventative, inspection and service visits, including routine consumables, parts and labor. This Statement of Work (SOW) covers the contract period of performance from 08/01/2020 through 07/31/2021, with options for an additional 2nd, 3rd 4th and 5th year(s). 2. Definitions: a. USDA: Unites States Department of Agriculture b. ARS: Agricultural Research Service c. CPRL: Conservation and Production Research Laboratory CONTRACTOR REQUIREMENTS: 3. Technical Requirements/Tasks: a. For a fee, payable monthly, available for service contract for pest and rodent control. The pest and rodent control is needed for buildings-1, 3, 5, 6, 7, 10, 13, 14, 15, 18, 20, 21, 22, 25, 26, 28, 30, 32 and 36. b. This monthly service is to provide all consumables, parts and labor required for satisfactory and normal operation of the pest and rodent control for the period(s) indicated above. c. Supply deliveries will not incur freight/fuel charges. d. All contract related items are tax exempt. e. Above normal monthly pest and rodent control service, this contract includes inspection of the above buildings for potential issues concerning pests and/or rodents. Any discovered issues or concerns will be relayed to USDA ARS Bushland. f. This contract covers monthly service during normal working hours 8:00 a.m. to 5:00 p.m. Monday through Friday; except holidays. g. In addition, this contract covers service calls for pest and/or rodent control outside the “normal” monthly service for any issues or concerns that may arise in-between monthly service visits. h. The agreement is in effect for the coverage period shown, and will not automatically renew unless the above options are exercised, as described above. i. This contract requires a licensed company in pest and rodent control. 4. Deliverable / Schedule: a. Initial pest and rodent control service b. Subsequent monthly service control and inspection visits c. Service calls 6. Travel: Only local travel is anticipated. Government will not reimburse for local travel by contractor. 7. Contractor’s Key Personnel: Contractor will provide a service technician capable of performing the work described in the technical requirements. 8. Security Requirements: Contractor will be escorted when on site. No security requirements are needed. 9. Data Rights: Not Applicable 10. Section 508 – Electronic and Information Technology Standards: Not Applicable 11. Performance Requirement Measures Negative incentive of 15% reduction of annual rate for service time greater than 30 days but less than 45 days. Negative incentive of 30% reduction of annual rate for service time greater than 45 days.
