NOTICE: This is a combined synopsis/solicitation for the U. S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Plains Area (PA), High Plains Grasslands Research Station in Cheyenne, Wyoming's Windows Replacement Project. This announcement is a Total Small Business Set Aside Request (SBSA) for Quote (RFQ). The USDA is seeking a qualified contractor to furnish all labor, materials, equipment, supplies, transportation, utilities, and supervision for complete construction of the following in accordance with the clauses, specifications, drawings, attachments, and other terms and conditions set forth in this SBSA solicitation. NOTE: All contractors must be registered and remain Active in the System for Award Management (SAM) database, as required by FAR 4.1102, by the quote submission deadline. Information on registration may be obtained by visiting https://sam.gov/SAM/. Quotes must be submitted via email by 12:00 PM noon MST, August 29, 2019, to Shannon Robbie at Shannon.Robbie@usda.gov. Provide your company's DUNS Number with your quote (required). Contractor will be fully responsible for the removal of existing windows, installation of new windows and disposal of existing windows. Because the existing windows can have lead paint, the disposal of these windows will need to be done according to Wyoming Lead Based Paint regulations (link in the SOW). The Contractor will need to be certified in Lead Based Paint remediation as well. An Excel file is attached for summary of the window replacement. The estimated dollar amount for this project is $25k - $100k; as noted, currently only funds to replace the windows in the Base Bid for the Shop are funded this year for now, and Options A-D are subject to the availability of funds. A bid guarantee is not required for this project, unless your quote goes over $35k. See attached RFQ for details.
